Reference: PO/WI/L Country: Lebanon Job Title: WASH and Infrastructure Project Manager Contract Grade: B Contract Length: 6 months, renewable Date needed by: August 1, 2015 New Post or Replacement Replacement Accompanied / Unaccompanied: Unaccompanied Exact Job Location: Halba, Akkar Governorate, Lebanon, with travel to project locations and Beirut Reports to: WASH Programme Manager Responsible for: 4 field officers, two team leaders Liaises with: Programme Managers, Logistics Manager , Finance Manager and Programmes Director Job Purpose: The purpose of the WASH and Infrastructure Project Manager is to manage Concern’s emergency programme in I(T)S’s in Akkar Governorate, North Lebanon, participate as required in the development of Water and DRR related infrastructure and be the focal point for the organisation in matters relating to WASH, Shelter and DRR activities within the informal settlements and in neighboring communities. In coordination with the Water Infrastructure Programme Manager and Programmes Director lead on the development of our strategy and approach within the ITS’s and surrounding host communities. Roles and Responsibilities: Project Management and Development • To design, plan and oversee the implementation of activities in ITS’s as they relate to WASH, Shelter and DRR activities • To oversee and manage the implementation of assigned infrastructure projects in ITS and hosting communities • Ensure the participation of the programme stakeholders (with a particular focus on target communities) in all stages of the programme cycle. • Participate in the design and planning of other sectoral activities in the ITS and surrounding communities, in close collaboration with the Programmes Director and other programme managers to ensure maximum impact and synergies with other Concern sector programmes • As part of the programme management team, contribute to the overall development, planning, roll-out and management of the programme including provision of programme plans, proposal writing, timely donor reporting and budgeting • Oversee assessments within new ITS’s and verification within current ITS’s as necessary and in association with the team, ensure that the information is managed and shared on a regular basis as necessary. • Ensure that the works are completed in accordance with programme objectives and in line with the programme approach and ensure integration with other programme activities. • Develop work plans, and regular monitor quality and status of implementation, to ensure successful and timely completion of project activities • Implement activities in accordance with Concern and Donor guidelines and policies and in accordance with best practice and ensure projects are completed within budget. Engineering • In conjunction with the logistics function, ensure the procurement of all necessary materials for the programme and plan effectively to allow implementation in accordance with seasonal constraints • Provide technical solutions to WASH issues facing refugees in ITS’s and contribute to the sector wide development of standards in Lebanon • Ensure technical standards and designs are applied consistently throughout the project • Liaise with local authorities and other actors to identify infrastructure projects that would benefit refugee communities and ease pressure on existing services • Oversee and carry out assessments of sites for the implementation of planned engineering works as per agreed proposals. • Oversee the design of the assigned engineering works, following best international and humanitarian best practice and in line with Concern, donor and local authority policies and guidelines • Ensure that all necessary permits and permission from local authorities and other stakeholders are in place in advance and through the engineering works • Prepare technical documents such as tenders, BOQs, procurement and oversee material and equipment purchases and delivery as necessary ensuring that Concerns’ and donors’ policies and procedures are applied and followed • Manage, supervise and monitor progress during each phase of a project resolving design and development problems as they arise. • Provide timely technical advice and feedback to the contractors on site on a regular basis • Ensure project resources (including project inputs and finances) are managed well in accordance with plans and objectives. • Ensure that project work sites meet legal guidelines, environmental directives and health and safety requirements. • Ensure that population targeted by the project can manage the completed infrastructure works by ensuring a proper hand-over and facilitating technical support or training as and where necessary. Contracts Management: • Ensure that Concern and donor policies are followed in the selection of contractors, ensuring that all decisions are well documented • Ensure a solid paper trail of all contracts exist from tender to evaluation of works • Establish and maintain a system for recoding all communications with contractors, both formal and informal • Oversee the work of selected contractors ensuring implementation of construction projects of the highest quality and are in accordance to agreed designs, policies and procedures and timelines • Ensure all contractors’ performance is evaluated and evaluations formally documented. Grant Management: • In coordination with the Programmes Director, be the focal person within the organisation for the UNICEF-funded WASH project, the current main donor for the activities in I(T)Ss • As budget holder for a UNICEF grant, ensure sounds financial management of the grant, through monitoring of expenditure to date and projected expenditure • In conjunction with the Programmes Director ensure that the budget is revised as per needs • Prepare budget and/or programme revisions as necessary for the donor, in agreement with the CD and Programmes director People Management: • Lead and manage staff, contributing to their capacity building and career development • Provide structured and informal capacity building to a national counterpart who could take over this role in the future • Provide technical support and on-going on-the-job training and coaching to staff, including in particular a thorough induction at the start of their contract • Ensure that all positions have accurate job descriptions • Through a personal development review process ensure that each member of the team fully understands outcomes which are expected of them, by setting SMART objectives, and that they are aware of the success criteria relating to their work • Ensure that all staff are aware of and comply with Concern’s policies and procedures • Monitor and review performance and hold staff accountable for meeting the success criteria; give corrective feedback where required and take decisive action in the case of poor performance • Ensure that work within the team is planned and organised in a way which will meet the organisation’s needs in the most cost effective manner possible; ensuring that team members are given appropriate workloads and are working efficiently. Representation: • Represent Concern Lebanon at any local, regional and national WASH meetings as required • Coordinate Concerns WASH activities are coordinated with other actors and stakeholders in the programme area Other: • Participate in the design and implementation of accountability and quality initiatives as necessary under the direction of the Programmes Director • To adhere to, support and promote the standards of conduct outlined in the Programme Participant Protection Policy and Concern Code of Conduct to teams, partner organisations and beneficiaries, and be committed to providing a safe working environment • Undertake other related duties as may reasonably be assigned by the Country Director
