The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water, sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 5,000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours’ notice when a crisis occurs
BACKGROUND NRC opened its office in Lebanon in 2006, in response to the July 2006 war where it began humanitarian operations with provision of shelter for the displaced Lebanese population in Southern Lebanon. Since then, NRC has rapidly responded to needs and increased project activities to include shelter support to Palestinian refugee communities, non-formal education provision to refugees from Iraq, teacher training for school personnel in UNRWA supported schools and ICLA. With a well-established programme for Palestinian refugees in camps and gatherings in the South and North of the country. Since the onset of the Syrian crisis NRC’s programme has grown substantially to respond to the needs of the new refugee population.

Job description
GENERIC RESPONSIBILITIES
Develop Education program strategy, technical SOPs / guidelines and macro - logframes in line with NRC Programme Policy and national and international standards, and in coordination with other Core Competences
Ensure harmonisation and consistency across education projects implemented in the 3 field offices.
Responsible for technical quality and innovation of the Education program, and in seeking synergies with other Core Competences/programs.
Responsible for developing and revising funding proposals, budgets and donor reports (split per area), in accordance with the Education program strategies and priorities, programme policy and international standards
Responsible for following up on compliance with grants commitments (i.e. quality, timeliness, use of resources), and for providing recommendations to Project Managers and Coordinators to achieve project targets and indicators
Provide technical direction and project implementation support to Area Managers, Project Managers and Coordinators in the field
Evaluation, review and quality control of ongoing and completed Education projects.
Ensure adherence to the Education tools and handbooks and other NRC policies
SPECIFIC RESPONSIBILITIES
Provide support and guidance to the non-formal education (NFE) projects implemented in country
Develop a Youth program adapted to the Lebanon context and in line with the regulations of the Ministry of Education
Training, capacity building and development of national staff
Assist and support needs assessments and plan response to new emergencies
Qualifications
Minimum 4 years’ experience in working as a senior Project/Program Manager and/or Advisor in a humanitarian/ recovery context
University degree or higher education relevant to the assignment.
Proven expertise in Education related issues
Strong communication, interpersonal, analytical and negotiation skills
Proven skills and experience in report and proposal writing
Ability to prioritize needs and carry out multiple tasks simultaneously
Experience from working in complex and volatile contexts
Documented results related to the position’s responsibilities
Prior experience and proven capability in training and capacity development
Fluency in English and Arabic, both written and verbal
Knowledge of Lebanon context and overall humanitarian response is an asset
