GENERAL RESPONSIBILITIES
Implement/monitor the nutrition programme in Bekaa Valley, Lebanon. He/she will be responsible for the planning, the conception, the starting, the follow-up, the evaluation of the project and the hand over.
Ensure program consistency and good collaboration amongst the nutrition team and others ACF teams for comprehensive care of the program beneficiaries.
Line manage all employees of the nutrition project in Bekaa (direct and indirect supervision)
DETAILED OBJECTIVES AND TASKS
Objective 1: Needs analysis and adapting approaches to cultural context:
Assess on a regular basis Infant and Young Child Feeding (IYCF) practices among the Syrian refugee community settled in the intervention area;
Monitor practices and needs within the Lebanese community.
Identify good nutrition practices and those that need improvement among the Syrian community and adapt the program tools accordingly.
Objective 2: Set up and follow up of IYCF and Psychosocial Support Program component
Define activity planning and implementing strategy in collaboration with the Nutrition advisor.
Analyse on-going activities and propose changes if needed.
Ensure initial and on-going training of the team in charge of the activities on Infant and Young Children Feeding practices, breastfeeding support psychosocial support and community mobilization
Follow-up of nutrition activities (group session, breastfeeding support, growth monitoring, screening…), psychosocial & psychological activities and community-based activities.
Collect and analyze the nutritional and psychosocial data of the targeted populations, ensure the quality of the data collected.
Readjust the program based on the results and the context.
Participate and set up any other nutrition and psychosocial activities that could be identify according to the beneficiaries needs or linked to the nutritional situation.
Define and set up appropriate referral system on health and psychosocial/psychological matter.
Objective 3: Set up and follow-up of the follow-up monitoring of improved capacity of SDCs and PHCs
Identify locations for implementation (Primary Health Centre and Social Development Centers) in coordination with the MoPH
Define activity planning and implementing strategy in collaboration with Nutrition Advisor.
Analyse on-going activities and propose changes if needed.
Ensure initial and on-going trainings of the health personal in the selected SDCs and PHCs.
Ensure and develop according to national guidelines training of the health staff on IYCF-E, Psychological First aid, prevention and detection of malnutrition and nutrition awareness on Non-communicable Diseases.
Ensure daily follow-up of the nutrition centre activities and appropriate referral for complicated cases.
Collect and analyze the nutritional data, ensure the quality of the data collected.
Adjust the program based on the results and the context.
Plan, identify and monitor the process of training of Nutrition Focal points in the ITs in North Bekaa.
Objective 4: Program Management and Reporting
Ensure the programme is completed on time, within budget and to the satisfaction of all stakeholders including the donor
Elaborating the monthly financial forecast of the activities of the program and to transmit it to the Base Admin (in charge of finance) in the respect of the fixed terms.
With the finance team, ensure full spending and correct cost allocations of all procurement and activities
Identifying and collaborating with the department of logistics in the definition of the requests of materials, forecasted in the donor’s contract according to the program’s needs.
To take part in the new orientation of the nutritional actions in short term if necessary and to the definition of the actions in medium and long term.
Participation to the writing of new proposals of projects related to Nutrition and psychosocial activities.
Prepare a monthly activity progress report
Collect and analyze team reports
Draft donor reports in collaboration with the Nutrition Advisor and Deputy Country Director.
Objective 5: HR and team management
Organise the recruitment of the staff of the program
Organise team meeting on regular basis
Define professional objectives for staff and support the staff to achieve these objectives
Evaluate team training needs and realize the training in coordination with the Nutrition Advisor.
Objective 6: Representation & Coordination
Participate in internal and external meetings and working groups
Participate to meetings with external humanitarian agencies
Liaise with Donors and authorities and take contacts with the local health system in order to promote integration and further development of complementary activities.
Actively participate to the reinforcement and improvement of internal coordination with others ACF program In coordination with the Nutrition Advisor share nutrition and psychosocial data with external stakeholders
Objective 7: Logistics, Finance and Security
Coordinate with the finance and logistics departments regarding procurement and compliance with mission procedures
Follow up and comply with the security plan and rules of the mission
REQUIRED KNOWLEDGE, EXPERIENCE AND CAPABILITIES
Experience in the management of nutrition programs in emergency situations.
Experience on IYCF in emergency situation mandatory.
Experience on CMAM is an asset.
At least 2 years of experience within humanitarian organisation and in the technical components mentioned above.
Good capacity of analysis.
Competences in training.
Communications, observation, listening skills, motivation, and in management of teams and problems.
Good team spirit and ability to work in a team.
Autonomy, creativity, adaptability and flexibility.
Good knowledge of the area and local customs.
Willing to travel in areas that can experience insecurity (Aarsal, Hermel)
Computer skills : MS Office, including compulsory expertise in Excel
