Programme Specialist (Winter Programme)

PURPOSE OF THE JOB Under the direct guidance of the Programme Specialist (Cash and Voucher Programme), the incumbent will support the logistical, monitoring, supply, financial and administrative coordination of the UNICEF’s Winter Programme activities across Lebanon.KEY ACCOUNTABILITIES and DUTIES & TASKS  1. Day-to-day to coordination support of the 2015/2016 Lebanon UNICEF Winter Programme•The incumbent will be responsible for the day to day support coordination of all Winter Programme activities including the delivery of winter clothes kits, fuel distribution to schools, training and negotiating agreements with the Government authorities and Civil Society Organizations. •Support the implementation of the cash transfer component of the Winter Programme and ensure the geographic complementarity between the different modalities i.e no overlap between kits and cash distribution, •At the end of the project, the incumbent will be responsible for ensuring proper project closure and record management to ensure knowledge transfer for the following years.2. Optimum Use Of Program Funds •Monitor programme and monetary implementation progress and compliance. Develops and monitor programme documents and small-scale funding agreements with partners for the programme. Liaises with Supply and Programme sections.•Assists in fundraising and donor reporting3. Programme Monitoring and Evaluations•Together with the Cash and Voucher Specialist and the SPPME Section, develops the monitoring framework and oversees the implementation of the various components of the Winter Programme, where applicable with a third party.•Undertaks field visits to monitor and assess programme implementation and decides on required corrective action.•Collaborate with partners to carry out a rigorous and transparent approach to evaluation and participate in the major programme evaluation exercises in consultation with the Chief of Field Operations, Cash and Voucher Specialist Chiefs of Zone Offices, the Chief of Operations, Chief of Supply, Innovation Section, and Section Specialists to improve efficiency and quality of programme delivery.4. National and Local Capacity Building/Sustainability•Provide national and local government and zone offices with technical assistance and supports in planning, advocacy and organizing training for the purpose of capacity building and programme sustainability for the various components of the Winter Programme•Develop communication material around the Winter Programme together with the Communication Section 5. Partnership, Coordination and Collaboration.•Facilitate partnership and collaboration with internal and external counterparts, including those of the Government (in Beirut and local levels), UN and national partners, in order to improve the ability to collect and disseminate development data and information, exchange information on programme/project status and implementation and movement/distribution of supplies. •Collaborate with the Operations Section to establish and maintain sound internal controls supportive of programming endeavours and to coordinate financial and supply management requirements and accountability in support of the zone offices.  •Provide professional support in provision of technical advice, negotiation, advocacy and promotion of area/country level goals, leading to agreement on practicable and priority actions to be supported by UNICEF programme.KEY END-RESULTS EXPECTED•On time delivery of the winter activities, subject to security constraints, as per the 2015/2016 Winter Programme Overview (August 2015-March 2016);•Supply line of winter kits overseen and reordered, where necessary, to ensure adequate stock levels;•Bi-weekly reviews of fund utilization for approval by the supervisor (Jan-March 2014); •Field monitors provided with guidance on monitoring winterization components;•Communication strategy developed and implemented for the UNICEF Winter Programme;•Administrative support provided- letters, reports, flyers  •Winter programme coordinated together with Government and Inter-Agency partners •Agreements negotiated and developed with partners (CSO, UN, Gov’t) for the Winter Programme•Lessons learnt exercise and evaluation with relevant parties and summarise findings undertaken •Project closure documents include a detailed final report provided___________________________________________________________________________________WORK RELATIONSHIPS a)InternalChief, Field Operations: Receive policy directions, guidelines and provides technical advice.Cash and Voucher Programme Specialist- supervisor and support cash componentsChief, SPPME: work on Education Section- coordinate the fuel for school componentChiefs of Zonal Offices: Support their requests Section Program Chiefs: Exchange ideas.Information. PSC Officer: Strategies for information and social mobilisation Other Country/Zonal Office Staff: Coordination and information exchange.b)ExternalGovernment Officials of relevant Ministries at the sub national level: Intersect oral cooperation Advocacy, technical support counterpart’s community. UN Agencies & NGO's: Coordination/exchange of technology. INDEPENDENCE Guidance is provided on processes and procedures applicable in the formulation, management, monitoring and evaluation of phases.  Incumbent is expected to work independently on the administration of projects and to provide feedback to the Chief of Field Operations. QUALIFICATION and COMPETENCIES Education: Advanced University degree in social sciences, business management or other relevant fieldWork Experience: Five years progressively responsible professional work experience in cash and social assistance programing.
