Field Officer (Roster)

CISP is active in South Lebanon implementing a project funded by UNHCR and targeting Syrian Refugees in South Lebanon. Sectors of activity: Shelter, WASH, Basic Assistance (Core Relief Items) and others. Target districts: Hasbaya, Marjaayoun, Nabatiye, Tyre (with possibility to extend to other areas). CISP is opening a selection for FIELD OFFICERS to be inserted in the roster and that will be called in case of possible future opening of positions. The candidates will be evaluated according to CISP evaluation grid and will be ranked according to scoring assigned during selection. Whenever CISP will find necessary to recruit a Field Officer to reinforce their team, candidates inserted in the roster will be contacted to check availability. All selected candidates will be inserted in the roster and their CVs and related documents will be retained for 12 months. Under the coordination and monitoring of the Project Coordinator competent for the geographical area assigned, the Field Officer will be responsible for: Liaison with local authorities including those competent for security in the target districts; Participate to assessments for the relevant sectors of interest either giving personally follow up to referrals (he/she will visit referred households and assess them) or organizing assessment on identified areas leading teams of evaluators and monitoring the collection of data and the quality of their work; Identification of Shelters to be inserted in the programs of rehabilitation including evaluation of the motivation and the commitment of the owners to project principles (i.e.: support to people in need); With support of Social workers, he/she will give follow up and monitor on the relocation and use of the shelters rehabilitated by the project; Liaison with owners and resolution of conflicts during implementation of works and for all the period of commitment; this includes delivery of payments, general acceptance of works (on the base of reports prepared by the technical staff); Liaison with Donor for the sectors of competence under strict coordination with Project Coordinator; Support to Project Staff and Donor’s staff during field visits, including organization of meeting with relevant subjects and interpretation (arabic/english); Reporting to the Project Coordinator and to the Country Representative The Field Officer will elaborate his/her working plan in coordination with the Project Coordinator, that will monitor the implementation of the plans and to whom he/she will report achievements regularly. Base office: Tyre or Marjaayoun Reports to: Project Coordinator and Country Representative THE CANDIDATE’S REQUIREMENTS: Essential: University Degree Proficiency in English and Arabic both oral and written; 5 years of experience in similar position of which at least 3 in emergency projects; Good knowledge of the standards of intervention for Shelter and WASH in emergency project; Very good knowledge of the territory; Good capacity in organizing work and to lead teams; Very good capacity in solving problems; Very good communication skills; Willingness and ability to be flexible Be rigorous, precise, calm and polite Excellent inter personnel skills and team spirit. The salary will be proposed on the base of the effective capacity and experience of the selected candidate, considering the salary scale of the Organization and the one set by the Donor (UNHCR) for Implementing Partners. All CVs not accompanied by motivation letter will be discarded automatically. All CVs not compiled on Europass Template will be discarded. All CVs not completed with the required contacts of at least 3 professional references will be not analyzed. IMPORTANT NOTE: After posting vacancy announcements we usually receive a too big number of CVs, most from applicants having no titles. This slows the process of selection and requires, from our side, unnecessary efforts in order to read and analyze all CVs. CISP has decided to put an end to this and all CVs not matching the requirements will be considered forwarded by unprofessional candidates and, as such, undesired profiles.
