Logistics Assistant (Procurement)

ROLE PURPOSE: The Logistics Assistant (warehousing) is responsible for ensuring all incoming and outgoing stock is managed according to the Warehousing and Stock Management Standard, Policy and the Country Logistics Manual. KEY AREAS OF ACCOUNTABILITY:   Procurement: Ensure that all procurements carried out are the best value for money, transparent, accountable, subject to fair competition and have been carried out in line with the Country Logistics Manual; Ensure that procurement is delivered according to SCL lead times and program needs; Ensure that the procurement tracker is updated on a daily basis; Ensure all procurements are compliant with SCI procurement policy and donor procurement procedures and are authorized per SCI Lebanon Scheme of Delegation; Ensure procurement documentation is complete and demonstrates accountability; Ensure/maintain positive working relationships with SCI colleagues, both program and logistics staff; Manage supplier relations professionally, impartially and ethically; Update supplier database with any new suppliers encountered in the market; Perform any other duties as requested by the Procurement Officer; Vetting any new suppliers encountered in the market SCI.     In the event that the Logistics Assistant responsible for Warehousing or Fleet is absent, the Logistics Assistant (Procurement) will be expected to cover the following tasks:   Warehousing: Ensuring all incoming and outgoing stock is managed according to the Warehousing and Stock Management Standard, Policy and the Country Logistics Manual; Ensuring all associated paperwork is completed and filed correctly so that there is a clear auditable trail for all stock movements; Ensuring all stock is released with a Stock Release Form which is approved in line with Stock Release Approval List; Ensuring all goods are tracked by Description, Source of Funds (SOF) Code and Project Code; Liaising with Logistics to organise the onward transportation of goods and providing the appropriate documentation to accompany the transport; Loading, offloading and stacking goods (additional staff may need to be hired for specific despatches).   Fleet: Perform daily vehicles pre-departure checklist and confirm all required items are present; If necessary, prepare additional materials according to the mission’s needs (snow chains, additional fuel tank, stickers, flag, tools, medical and food kits, etc.).     QUALIFICATIONS AND EXPERIENCE Essential Experience of warehousing Excellent IT skills Fluency in written and spoken English and Arabic   Desirable Experience in using communications equipment – satellite phones, VHF and HF radio. Experience in logistics in a humanitarian organization.
