ROLE PURPOSE:
As a member of the Education team, the Education Coordinator will oversee the planning and implementation of the Education programmes in Akkar under the supervision of the Education Program Manager and with technical inputs from the Education Technical Advisor (TA). The Education Coordinator will ensure that the education intervention is of a high technical quality, that monitoring processes are in place, that high quality timely reporting occurs, and that the programme is continually assessed and solutions quickly put in place for a change of context.
KEY AREAS OF ACCOUNTABILITY:
Programme management
Plan, prepare and oversee the implementation of the Education in Emergencies Programme, ensuring the timely delivery of a quality programme (ensuring effective reporting mechanisms are developed and are operational, regular monitoring occurs against log frames, implementation plan and individual work plans are developed and performance management is undertaken).
Ensure appropriate monitoring and evaluation systems are in place, support staff in all monitoring processes and provide monthly and weekly reports on progress.
Support development of MEAL tools working closely with the Education PM and MEAL focal points
Partnership management
Maintain working partnerships and good communication with representatives of UNICEF, UNHCR, INGOs and the Ministry of Education
Build and maintain partnership with local NGOs/CBOs and local governance structures (including municipalities) to work on the child protection in emergencies programme
Capacity building of local partners
In collaboration with the Deputy Area Manager and Education PM organise monthly meetings with implementing partners to discuss progress and challenges
Human Resources and Capacity Building
Identify staffing needs working closely with the Education PM
In collaboration with the Education Technical Adviser and Education PM identify capacity building requirements of education staff and deliver technical trainings
Supervise and coach all direct reports and conduct regular performance reviews for all direct reports
Develop personal monitoring plans (including concrete objectives) for each direct report
Support supervision, coaching and performance management of all Education staff in collaboration with the Education PM and TA
Ensure all Officers use weekly work plans and reports
Conduct trainings for relevant local NGOs and local authorities on Education in Emergencies
In collaboration with the Education PM ensure that all education staff are complying with the code of conduct and the child safeguarding policy
Coordination and advocacy
Together with the Education PM, represent Save the Children at regional cluster/coordination meetings (Education, Protection) and other meetings and forums and take a leading role to improve quality and inclusive access to education
Ensure that programme interventions continue to be informed by and integrated with other core sectors of Save the Children, such as Child Protection, health & nutrition, food security & livelihoods
Ensure activities are developed in partnership with relevant local authorities and other key stakeholders, including local partners (where present) and aim to establish/strengthen processes and mechanisms at local, district, and national levels. Promote the participation of children in all aspects of the response where possible and appropriate.
Continuously identify and document education issues in the field, and ensure that relevant stakeholder and duty bearers are informed
Contribute to the development of case studies for the purpose of reporting, advocacy and media efforts.
Project design
Contribute to the collect of the main protection issues affecting education and the collective responses carried out by Save the Children and other stakeholders (including state institutions and NGO) implemented to date.
Provide necessary inputs for programme and proposal development based on the needs assessments
QUALIFICATIONS AND EXPERIENCE
2 years management experience in an NGO environment, including education and emergencies experience.
Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches
BA degree in education.
A very good understanding of others sectoral programs and a working knowledge of the program priorities of the Country Office.
Knowledge in logistics, including procurement.
Knowledge of international humanitarian systems, institutions and donors, and of procedures, accountability frameworks and best practices in emergency management.
Solid project management skills related to organisational development projects and with a proven history of delivering results.
Excellent interpersonal, communication and presentation skills.
Fluency in written and spoken English and Arabic.
Ability and willingness to change work practices and hours, and work with incoming teams in the event of major emergencies.
