Collective Shelter Officer

OVERALL PURPOSE Working as an important member of a diverse team the employee will be responsible for assessing the shelter maintenance of the Collective Shelters supported by Medair. This will require effective management and reporting on the projects in line with the objectives, timeframe and budget. Meeting quality standards in shelter delivery, encouraging beneficiary participation, liaising with other actors and stakeholders, and overseeing contractors work on site. PROJECT OVERVIEW Conflict in Syria has erupted into a full-scale civil war endangering lives in almost every community in the country. Desperate families, caught in the crossfire, are leaving everything behind and fleeing into neighbouring countries. Lebanon, one of these countries, has received a large influx of refugees from Syria. Medair’s team in Lebanon provides refugee families with essential items and assist with improving tented shelters and poor housing conditions. In addition, Medair complements these Shelter activities with critical NFI distributions and a WASH component, like site planning of informal tented settlements. RESPONSIBILITIES:  Technical Assessment. Undertake collective shelter condition assessments preparing all necessary paperwork. Complete necessary monitoring & evaluation procedures for activities Oversee the technical design and execution of CS improvement activities. Manage the assigned shelter projects to meet project objectives Follow up the adequate maintenance of side infrastructure, the agreed delivery of services and protection by all partners. Report rehabilitation and maintenance needs to the shelter manager. Organise and direct surveys and data collection within the centre as needed. Maintain and update a data base for each centre (including  individual and HH details if needed). Ability to sketch and draw plans for the CS Draw details for some interventions Prepare BOQs where needed  Management Prepare and maintain the list of collective shelters and community contacts Coordinate and advocate with other partners when gaps or duplication are identified. To participate in the overall implementation of Cash for rent and management of collective shelters. To monitor the implementation process in all the project’s stages and ensure field level monitoring of the quality of all works implemented within the scope of the project To analyze the needs of the beneficiaries in terms of cash for rent assistance and shelter rehabilitation. To manage the Field Officers working on the shelter activities and monitor their work by constantly visiting the areas of intervention and getting feedback when not directly on the field. Coordination Attend all meetings with other stakeholder related to the Collective Centre management. Develop and update Collective Centre profiles containing relevant information about the centre and HHs Maintain and update a data base for each centre (including  individual and HH details if needed). Cooperate and share relevant information with the other NGOs, local authorities and UN organizations working in the Collective Centres. Refer protection cases and problematic issues to the UNHCR protection team. Follow up on identification of the displaced in the Collective Centre. Communication Work closely with project manager and shelter manager on planning future work Liaise with local communities on site Assist in translation as needed. Communicate implementation problems or issues to shelter manager Participate in weekly project team meetings Develop and maintain positive relationships with local authorities, other NGOs and any other stakeholders, whilst representing Medair and ensuring good co-operation and partnerships Refer identified protection cases to the relevant organizations. Remain up to date with UNHCR procedures and referral forms. Professionally handle and address any complaints Check records on conclusion of distribution Follow up visits to sites and implement field visibility  Reporting Participate in the generation of the final and interim reporting of the project.  Ensure accurate and timely reporting of activities e.g. through weekly and monthly reports Ensure all paper work is accurate and correctly stored Be organized and prepared to provide project manager with project reports when required Prepare the weekly and monthly report for his/her sector of responsibility; Logistics Work within Medair’s recognised procedures for logistics and work with logistics staff to ensure items are procured, transported, stored, managed and accounted for correctly Explain to the logistics officer the technical specificities of the expected materials required. Ensure purchase requests for materials are shared with the support department in a timely manner to enable implementation of the project   Quality & Financial Management Be aware of the potential for loss or fraud in logistical activities and procedures. Pro-actively work to prevent such occurrences by working ensuring adherence to Medair guidelines on fraud prevention with relevant line managers to improve transparency and to ensure the best use of Medair assets and resources Work within Medair’s recognised procedures in the area of finance and quality management   PERSON SPECIFICATION & COMPETENCIES Minimum Graduate level to 1 year’s Post-qualification professional or   practical experience, Security experience and Communication experience. Strong working knowledge of Arabic and English (spoken and written) Computer literate with good working knowledge of Microsoft Excel, Word and Outlook Enjoys a challenge and works hard to achieve objectives.  Passionate about serving the poor and Self-motivated and Enthusiastic. Team-player with good inter-personal skills, willing to share tasks and delegate Encouraging, supportive. Aptitude for community mobilization, and engagement. Capacity to work under pressure and manage personal stress levels Ability to adapt communication strategies for different situation.  Creative, Flexible and open-minded in all matters Construction management experience.  Commitment to best practice and ability to problem solve.  Ability to translate between spoken and written Arabic and English Able to take initiative in project planning, organization and execution.
