Engineer

CISP Lebanon is recruiting a full-time Engineer based in Marjaayoun to be involved in the implementation of WASH and Community Support Projects, for Syrian Refugees and Affected Populations in South Lebanon. Main areas of responsibility (in coordination with CISP Project Manager): • Supporting CISP to the achievement of the Expected Results of the WASH and Community Support Projects for Syrian Refugees and Affected Populations to be implemented in South Lebanon; • Contact to and co-operation with relevant local authorities; • Ongoing strategic planning and development of the WASH projects to be implemented in South Lebanon; Requirements: a) Specific and demonstrated skills and technical experience in WASH (hydraulic engineering, design, management, implementation and supervision of hydraulic works, wash facilities, water networks, pumping stations, etc.); b) Experience in developing WASH need assessments and undertaking gap analysis for development of WASH programmes; c) Demonstrated experience and ability in cooperation projects’ management, specifically in the field of WASH in emergency and relief, humanitarian aid, assistance to refugees, NFI’s distributions, etc.; d) Minimum 3 years of experience in similar position / emergency projects e) Experience / skills in projects’ financial planning, administration, reporting; f) Experience / skills in procurement procedures and tendering. Background and knowledge of EC, Italian Cooperation and UN Rules and Regulations, UN (UNICEF, UNHCR, OCHA), projects’ management systems, administrative & procurement procedures and tendering, is a preferential asset; g) Excellent communication capabilities and ability in reports’ writing; h) Ability to work effectively in a fast-paced, stressful environment. Flexibility, availability to perform other duties. Availability to work in security volatile context. Functions: The Engineer collaborates with CISP Project Manager in the implementation of the WASH and Community Support Projects in terms of: 1. Planning, coordination, management and monitoring of project activities in the WASH sector, including needs assessment, beneficiaries’ selection, technical design and preparation of BoQ, follow up and supervision of civil works and technical interventions; 2. Procurement and tendering procedures for works, NFIs, and other goods and services; 3. Supervision and follow up of civil works; 4. Checking the correct quality and quantity of each material that have to be utilized for the implementation of the works before their installation in order to ensure the following up of the technical specifications of the works provided by CISP and to strictly follow the CISP Project Manager advices; 5. Maintaining contacts with relevant local stakeholders, institutions, associations, cluster groups, donors, local authorities and International NGOs and agencies; 6. Taking care of any needed operational agreement with local authorities involved, as well as any needed authorization; 7. Drawing project documents, assessment reports, activity plans, interim / final reports, financial reports, creating a database, baseline survey, market assessment report 8. Performing timely supervision visits to all project sites under construction to ensure that works are done according to the design and mistakes are promptly corrected; 9. Reporting to the CISP Project Manager. Qualifications and skills: • University degree hydraulic or civil engineering; • Work sites experience in WASH and Community Support Projects; • Excellent computer skills; • Excellent knowledge of English and Arabic languages, both oral and written; • Valid Driving License and ability to drive both automatic/manual cars • Previous experience in working with national/international NGOs is an advantage Personal qualities: • Ability to work both independently and as a team member; • Excellent communications skills; • Ability to work in different cultural environments. The commencement date will be immediately after selection. The duty station is Marjaayoun, South Lebanon and the foreseen duration of the contract is seven months, with one month trial period.
