Monitoring, Evaluation And Learning Manager

International Orthodox Christian Charities (IOCC), headquartered in Baltimore, Maryland is the official humanitarian relief agency of the Assembly of Canonical Orthodox Bishops of the United States of America. Since its inception in 1992, IOCC has delivered $488 million in relief and development programs to families and communities in more than 50 countries. IOCC seeks a full-time, motivated Monitoring, Evaluation and Learning Manager (MEL) to assume a central role in ensuring IOCC Lebanon and Syria country offices prepare and submit high quality reports and work plans to donors. S/he will also work closely with country staff to develop performance indicators and targets, while building the capacity of country office staff in monitoring and evaluation. S/he will be the focal point for collecting and sharing lessons learned during project implementation. He/she will collaborate with Country Representatives to respond to funding opportunities that are aligned with country strategies and beneficiary needs. Primary responsibilities include but are not limited to: Assessment, Monitoring and Evaluation Maintaining a robust M&E system to measure achievement and progress toward program goals and results. Measuring achievement and progress toward program goals and results through the M&E system. Contributing to grants/projects and country office reporting to Headquarters. Providing support to the Monitoring & Evaluation Officers in each country program to ensure effective monitoring and evaluation of project activities and performance indicators to ensure compliance with donor expectations. Participating in the determination of performance indicators and targets to assure donor expectations and required results are understood. Leading on internal and external program/project evaluations as necessary and ensure the execution of baseline, periodic, and final evaluations as necessary in coordination with the program team. Training and mentoring staff on relevant M&E protocols, processes, and templates; proactively building and maintaining technical skills and competencies required for designing and monitoring quality development and emergency programs. Knowledge Management Ensuring learning by the country program from relevant best practice and assessing performance regularly against agreed program objectives and indicators. Engaging in relevant national and regional networks. Maintaining a central documentation and knowledge management system to ensure all M&E documents are collected, filed and saved for reporting as well as for lessons learned. Designing and maintaining a system to support continuous learning during project implementation. Overseeing the dissemination of information on successful and promising approaches, lessons learned and other program results to local and national bodies, donors, partners and other stakeholders; promoting forums which facilitate collaboration, learning and action as a result of this information. Working with the communications team to prepare periodic publications to publicize impacts of projects and the organization as a whole. Program Design and Technical Assistance With close collaboration with HQ-based M&E Officer, ensuring that the Lebanon and Syria Country Offices have adequate and integrated M&E systems and procedures in place. Contributing to the different technical sectors of each Country Office as appropriate. In collaboration with the Business Development Specialist and program staff, participating in conceptualizing and designing innovative and high quality programs. Supporting the sector, project managers/coordinators and program implementation teams in ensuring adequate M&E standards and practices are in place. Performing other duties as assigned or required. Qualified applicants will possess: Knowledge, Skills and Abilities: Strong background in monitoring and evaluation, excellent oral and written communication skills, ability to work collaboratively with field staff, proven problem solving and organizational skills; project follow-on phases. Competencies: Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other USG; cross-cultural awareness; experience in budget management; flexible team player and able to motivate effectively. Education: Bachelor's degree in international development, public health or another relevant field of study; Master's degree highly desirable.
