PREMIERE URGENCE AIDE MEDICALE INTERNATIONALE -         LEBANON    -       Community Outreach Team Leader   Première Urgence – Aide Médicale Internationale is a not-for-profit, non-political and non-religious NGO. The NGO’s objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity.   PU-AMI’s involvement in the Syrian Crisis is strong, with a wide range of programs implemented in most of the countries affected by the conflict. PU-AMI’s objective in Lebanon in 2015-2016 is to provide a protection-based holistic response covering the basic needs of refugees and host communities in Saida, Beirut/Mount Lebanon and Akkar districts. A multi-sectorial portfolio of activities (Psychosocial, Education, Health, WASH, Food Security, Infrastructure, Shelter Rehabilitation and IS/CS Management - Protection) is addressing refugee and host population vulnerabilities by facilitating individuals and communities to achieve respect for rights in safety and dignity. PU-AMI is also seeking more sustainable and cost-efficient modalities of implementation, mainly by building partnerships with local organizations and existing public entities which will contribute to bridge the humanitarian assistance delivered to refugees with specific community support projects to strengthen the social cohesion between communities.   Consequently, PU-AMI’s 2015-2016 Country Strategy is based on 2 programs : -          A Humanitarian Assistance Program: Providing a protection-based humanitarian material assistance and services for the most vulnerable refugees and people of concern affected by the Syrian Crisis. -          A Resilience Program: to develop and strengthen community-level infrastructures and support household-level economic empowerment and well-being with regards to specific poor and vulnerable groups, including women and people with disabilities.                                                                 POSITION GENERAL INFORMATION   Position: Community Outreach Team Leader Component: Community Outreach project Based in: Halba, Akkar   Supervision   Under the direct supervision of:       Protection and Community Outreach Project Manager Supervision of  :                                         Community Outreach Field Officers Under the overall supervision of:      Field Coordinator     OVERALL MISSION   General objective   Under the direct supervision of the Protection and Community Outreach Project Manager, the Community Outreach Team Leader will conduct and oversee community-based monitoring activities, which are carried out by a team of 3 field officers working in informal settlements in Akkar region.   The Team Leader is responsible for the oversight of the collection, monitoring and reporting of information, on individual, family and community levels, through focus group discussions, interviews for families and monitoring surveys. The Team Leader is responsible for the qualitative, quantitative and timely implementation of the activities, especially the objectives linked to Collective Site Management and Coordination (CSMC), protection, community mobilization, psychosocial activities, individual case referral and awareness sessions.   He/she directly implements the activities - building trusting relationships with the community and partners, referring individual cases and follow up on them, community mobilization, awareness session, information gathering about all other actors intervening in the area - with the help of local partners, field officers, beneficiaries or volunteers.   Responsibilities and tasks   Activities implementation -          Implement all CSMC (Collective Site Management Coordination) program activities in coordination with our partners, mainly building trustful relationships with the community. Identify, report and refer individual cases and follow up on them, ensure community mobilization, awareness sessions and gather information about all other actors intervening on the site; -          Respect the work plan and required methodology of the project; -          Respect the principles of humanitarian protection and confidentiality and working with refugee and host communities with sensitivity; -          Provide technical guidance and follow up to Field officers and , community members   Monitoring & Guidance -          Monitor their work on a daily basis and provide guidance to all Field Officers -          Manage and organize the community participation on-site -          Provide capacity building training to Senior Field Officers   Logistics & Administration -          Contribute to the logistics and financial planning of daily intervention schedules -          Ensure the follow-up and the proper use of material and tools used during on-site works   Communication & Follow-up -        Be present in the different sites and respond to beneficiaries’ queries with good knowledge of relevant information -        Prepare community level information -        Refer special cases, which need individual attention and follow their progress with the different stakeholders -        Establish good relationships with key stakeholders (including local partners) and targeted communities -        Lead self-care sessions with other outreach workers, psychosocial assistants, local partners and community actors -        Lead and participate in individual debrief meetings on a weekly basis with the Field Officers, and the Project Manager -        Attend relevant workshops and trainings as instructed   Reporting -       Report on the progress of psychosocial activities on a daily and weekly basis -       Write reports and manage the database -       Report immediately any delay, problem or other relevant information to the Protection and Community Outreach Program Manager   The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the project needs.                                                                                        QUALIFICATIONS     Mandatory requirements   Language skills: Fluent in English and Arabic  (writing/reading/speaking) Education degree: At minimum a Bachelor’s degree in psychology, social work, social sciences or any related field Work experience: Minimum 2-year experience in a similar position (NGOs/private companies) or in the protection, psychosocial activities or education fields Computer skills: Good knowledge of Microsoft Office pack Other: -          Valid driving license (2 year old minimum) and willingness to drive PU-AMI cars -          Good knowledge in protection, community mobilization, social works -          Show motivation to work in field conditions -          Strong motivation to help people in need -          Good knowledge of north Governorate, willing to travel a lot locally -          Good communication skills with beneficiaries -          Effective stress management -          Ability to work under pressure and with short deadlines -          Strong ability to solve problems
