PROGRAM/DEPARTMENT SUMMARY:
The conflict that began more than three years ago in Syria has resulted in a steady increase in Syrian refugees to Lebanon, Jordan, Iraq and Turkey. To date, more than one million refugees have fled to Lebanon, and the numbers continue to mount. All refugees who have entered Lebanon are staying with host families or in rented accommodation. As numbers rapidly increase, humanitarian conditions are deteriorating. The burden on host communities and the financial and emotional stress on refugees and their hosts is tremendous. Mercy Corps is responding to these needs by addressing humanitarian and longer-term development needs alike. A growing programmatic focus is on mitigating the emerging tensions between hosts and refugees, particularly over economic resources, by addressing both livelihood opportunities and conflict mitigation capacity.
Mercy Corps will be working with communities in areas with significant tensions between Lebanese and Syrians. Mercy Corps will work with municipalities to select respected local leaders and provide them the skills to identify sources of common tensions and create plans to implement projects that will mitigate sources of tensions. Mercy Corps will then work with municipalities to select and implement projects. Furthermore, Mercy Corps will be helping municipalities and the Union of Municipalities to identify capacity gaps and working with them to address these gaps and thereby increase their ability to manage the refugee crisis, and increase coordination and cooperation at the Union of Municipalities level.
GENERAL POSITION SUMMARY:
Working under the direction of the Program Manager, the M&E Coordinator is expected to contribute to the quality assurance of program implementation for Mercy Corps and NGO partners. S/he will contribute to the monitoring and evaluation functions related to tracking program progress and quality, collecting useful, timely and actionable information for managers and decision-makers, and contribute to the frequent review, reflection and key learning process to improve performance. S/he will be responsible for creating tools and systems to track output and outcome level progress against indicators, coaching field teams in using the tools and methods of data collection for both Mercy Corps and NGO partners.
ESSENTIAL JOB FUNCTIONS:
Develop a program activity and indicator tracker and tracking plan;
Develop M&E tools and systems that track: i) peacebuilding initiatives; ii) disputes resolved iii) public participation in community activities; iv) local government financial and operational capacity;
Train Mercy Corps and NGO partner staff in data collection tools and systems;
Manage program databases to facilitate timely information updates, data quality assurance, sharing of information and learning, etc.;
Work with program team to integrate M&E into ongoing program planning and implementation systems and ensure adherence to Mercy Corps M&E minimum standards;
Lead in designing and conducting assessments and evaluations, training program teams to assist;
Contribute to understanding of and support for mobile data collection hardware and software;
Support local community and government stakeholders in using openly accessible mobile software as a basic Early Warning and Early Response system;
Develop program operational reporting templates for partners that facilitate the acquisition and aggregation of information in programs;
Advise program teams on data and charts to be incorporated into donor reports in planning phase of new programs;
Coordinate with Communications Manager to produce analytical summaries: graphs, charts, tables, narratives and appealing visuals, and maps;
Coordinate with the Municipalities Coordinator and NGO partners to design and implement trainings for municipalities;
Develop a monitoring plans and conduct regular monitoring visits;
Provide assistance to partner NGOs’ headquarters in Beirut for the maintenance of their monitoring and evaluation systems;
Contribute to UN tracking systems, updating program achievements on a monthly basis;
Liaise with other Mercy Corps teams globally to identify best practice and lessons learned to benefit the program;
Gather complaints from the field and follow up based on the Community Accountability Reporting Mechanism (CARM);
Implements Mercy Corps’ Gender Equity policy and applies Do No Harm approaches;
Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission;
Other assigned tasks, as necessary.

ACCOUNTABILITY:
REPORTS DIRECTLY TO: Program Manager
WORKS DIRECTLY WITH: Director of M&E, Program, Operations, Finance, and M&E Teams
KNOWLEDGE AND EXPERIENCE:
At least 4 years of experience in program development, M&E and reporting;
Training skills and experience building national staff capacity;
Advanced computer skills and experience developing data management systems;
Experience with qualitative and quantitative data collection and analysis methodologies required;
Statistical analysis experience preferred;
Experience working on peacebuilding issues preferred;
Team player who takes initiative, is a problem-solver and able to multi-task;
Effective verbal and written communication skills;
Written and oral communication skills in Arabic and English.
Detail-oriented and highly organized.
SUCCESS FACTORS:
The successful Monitoring, Evaluation and Learning Coordinator will combine experience in developing M&E tools and maintaining M&E systems, with an interest in peacebuilding programming and the use of mobile technology. S/he will have an outstanding ability to implement innovative solutions within the current and future program structure of Mercy Corps in the country. Multi-tasking, prioritizing, problem solving and simultaneous attention to detail and working independently are essential.
