Consultant For Education Program Development

Purpose of the Consultancy   The consultant will take the lead in collaboration with WCH management and staff, to develop an evidence-based non-formal education program for submission to international donors suitable for the Lebanese context and fitting within the Lebanon Country Response Plan (LCRP) and government Roadmaps (RACE, etc.). The consultant will bring to the project design process an understanding of and previous experience in competitive writing for large institutional donors. Preferably, the consultant has knowledge of the local context and experience working in the education sector in Lebanon, in particular with non-formal education.   Specific Tasks to be performed by the Consultant   The consultant will develop, in consultation with senior management and staff, a detailed work plan that will include undertaking at least the following tasks: Review all primarily relevant country documents and strategies on Education (RACE, LCRP, etc) and assure alignment of the proposal with aforementioned documents. Review secondary literature on education assessments/needs/challenges in Lebanon as well as existing pilots and their evidence/successes and lessons learned. Identify key needs in education programming Review WCHs previous education program as well as other relevant innovative education models Meet with key education stakeholders in Lebanon as needed to ensure that the program design integrates expertise from all relevant actors/sectors, including private sector, UN, national working groups/platforms, academia, institutes, Government departments, children/parents, WCH staff, and others as needed. Work with relevant WCH staff to identify the staffing needs/structure for the proposed education project and project components. Work with WCH Specialists at country level and when needed at head office level, Program Development Manager, Program Managers, Operations Support Manager and Country Director to develop the program budget. Write a comprehensive education proposal focusing on non-formal education in Lebanon, including Accelerated Learning Program (ALP), Remedial Classes (RC), Basic Literacy and Numeracy (BLN), Early Childhood Education (ECE) and community based monitoring (CBM) and advocacy, focusing on Access to Education and Quality Education; explore potential activities related to vocational training (e.g. establishing networks of institutions, outreach/referral of target groups, ect)   Outcomes of the Consultancy   A completed, comprehensive proposal for the WCH Lebanon Education program, including: a draft concept note; a developed program including ALP, RC, BLN, ECE, CBM, a draft budget. The proposal will encompass all educational programs WCH would be able to offer in Lebanon, and will function as a ‘database’ to select from once actual proposals are being developed.   Lines of Communication   The consultant will report to the management team, represented by the country director and will work closely with relevant program managers and program development manager. As well, the consultant will collaborate with relevant staff at Amsterdam Head Office as necessary.   Timeframe   Starting as soon as possible and completing in 30 working days of which 10 working days in-country and 20 working days remotely if needed. The division can be adjusted if the needed arises.
