Second Education Development Project – EDP II  Terms of Reference Monitoring and Evaluation Specialist (Proc ref: IC018-3.3)     BACKGROUND The Government of Lebanon (GOL) through the Ministry of Education and Higher Education (MEHE) is implementing the Education Sector Development Plan (ESDP), based on the pillars of the National Education Strategy that aim to provide: (i) Education Available on the Basis of Equal Opportunity; (ii) Quality Education that Contributes to Building a Knowledge Society; (iii) Education that Contributes to Social Integration; (iv) Education that Contributes to Economic Development; and (v) Educational Governance. The ESDP is being led by the Ministry of Education and Higher Education (MEHE) and the ESDP programs are funded by several external agencies (World Bank, USAID, EU, UNICEF …). The Second Education Development Project (EDP- II), funded by the World Bank, Loan Agreement # 7966-LE, under the law # 227 dated 25/10/2012, is currently being embarked upon by MEHE. This project has prepared an integrated development strategy and has developed the core information and management tools required to commence project implementation. In order to ensure effective integrated implementation of the EDP- II and other projects, MEHE has established an Education Sector Development Secretariat (ESDS). This Secretariat comprises a multidisciplinary team of experts and officers for management and technical support, reporting to the executive level of the Ministry.  ESDS is in the objective of engaging the services of a Monitoring and Evaluation Specialist.     The role of the Monitoring and Evaluation Specialist is to work under the guidance of the “Evaluation of Student Achievement” Expert to develop and implement a comprehensive monitoring and evaluation program that will measure outcomes arising from implementation of the Education Sector Development Program. The Monitoring and Evaluation Specialist shall report to the ESDS Director.   RESPONSIBILIES The main duties and responsibilities of the ESDS Monitoring and Evaluation Specialist are the following: Guided by the “Evaluation of Student Achievement” Expert, develop a Results Framework for the education Sector Strategy, together with performance indicators designed to measure the achievement of expected objectives and outcomes. Collect data and prepare Quarterly Progress Reports for the EDP II based on the Results Framework. Collect data and prepare Biannual Progress Reports for the Education Sector Development Plan Programs. Collaborate with the “Evaluation of Student Achievement” Expert to develop the MEHE annual integrated work-plan and associated performance indicators. Collaborate with the Economist to develop indicators associated with the Education System Financing Mechanism. Identify data requirements and data collection mechanisms to serve the respective performance indicators. Provide operational support to other team members of the Secretariat as assigned by the “Evaluation of Student Achievement” Expert. Undertake other related duties as required by the Secretariat Director.    EXPERIENCE At least 2 years of professional experience in a relevant business or environment if the incumbent has a Master’s Degree (or equivalent) in business administration, business management, Education Administration, or related field ; or at least 4 years of professional experience in a relevant business or environment if the incumbent has a Bachelor’s Degree in one of the aforementioned subjects. Experience in projects funded by international donors and organizations is a plus.   QUALIFICATIONS Bachelor’s degree (or equivalent) in business administration, business management, Education Administration, or related field; or a Master’s degree in one of the aforementioned subjects (depending on years of experience); Knowledge of the current structure, strengths and challenges facing the education system in Lebanon; Knowledge and experience with the implementation of externally financed projects for the education sector preferred; Strong team work and coordination skills; Strong public presentation and communication skills in Arabic and English; French is a plus.   Application and Contact Details: This position is funded by the Second Education Development Project – EDPII – World Bank Loan no 7996 – LE.
