Secretariat Director

Background
The Ministry of Education and Higher Education (MEHE) is currently implementing an education sector development program designed to; (i) improve the quality of student learning outcomes in order to enhance their social and economic wellbeing; and, (ii) improve the internal and external efficiency of the public education system. This program, being led by the Ministry in collaboration with a number of external partners, has prepared an integrated sector development strategy and has built the core information and management tools required to commence program implementation. In order to ensure effective integrated implementation of the program, MEHE has established an Education Sector Development Secretariat (ESDS). This Secretariat comprises a multidisciplinary team, reporting to the executive level of the ministry, represented in the Executive Committee. The role of the Secretariat Director is to maintain continuous liaison with the Executive Committee and to guide the work of the professional team in achieving the objectives of the sector development program. Specific responsibilities of the Director are shown below.
Responsibilities
Maintain continuous coordination and communication with all MEHE related parties to support the identification and implementation of education sector policy priorities
Support the MEHE Executive Committee in ensuring the dissemination of policy priorities and their adoption by the respective Directorates
Monitor the effective implementation of policy and program priorities
Manage the Secretariat team and ensure the development and implementation of a MEHE annual work-plan derived from the Education Sector Strategy and priority policy objectives
Ensure the development and implementation of a rigorous program of Monitoring and Evaluation
Support the MEHE Executive Committee in the formulation and coordination of select external donor programs
Support the preparation of the MEHE ESDP Annual Report
Coordinate with and report to the MEHE Executive Committee
Supervise and support the ESDS Expert team in the preparation of TOR and technical specifications as well as the evaluation and selection of all works, goods and services.
Take action and undertake negotiations for the resolution of problems or conflicts inherent to complex projects.
Ensure that all Consultants recruited under the project are undertaking their assignments according to agreed TOR and with due diligence and efficiency
Participate in the formulation of reform plans upon request of the Executive Committee involving education development under all sectors.
Qualifications
Master’s Degree in Education, Management, Public Policy, Planning or MBA
5-years experience in implementing and managing projects, including experience with donor-funded projects;
Substantive work experience at a leadership level in project management, evaluation, program design and delivery;
Knowledge and experience of education reform processes and associated management strategies;
Knowledge of the current structure and challenges facing the education system in Lebanon;
Demonstrated ability to interact at the most senior levels of government;
Demonstrated ability to stimulate focused and productive dialogue at government senior level;
Strong leadership skills and team management abilities;
Strong public presentation and communication skills in Arabic, and either English or French
