PRESENTATION OF HANDICAP INTERNATIONAL

MISSION CONTEXT
The Emergency Response Division in Lebanon was created in April 2012. The provision of support to health structure is provided directly by Handicap International physiotherapist and technical advisor. The identification, assessment of the needs, referral and direct provision of services is done trough 18 outreach teams (composed of one social worker as case manager and one physiotherapist supported by 4 psychologists and/or psychosocial workers) and trough 4 fixed points in the communities (in community centers to allow more efficiency reducing the time to reach the beneficiaries). An additional team in Bekaa and North Lebanon will be focusing on the community sensitization, training to humanitarian workers and the identification of potential local partners. In Lebanon, the provision of household essential items including food, NFI and unconditional cash assistance to cover essential winter basic needs of the most vulnerable refugee newcomers will be done in HI area of intervention (54 villages in Central and West Bekaa) through current dedicated outreach teams and distribution teams.

ACCOUNATBILITIES
Based in Zahle, the Storekeeper is responsible of
Responsible of the smooth storage management of all stock issue in Bekaa
Responsible of the overall supervision of the Warehouses in Bekaa to ensure the respect of HI policy and storage rules of HI are well follow.
With the support of the order picker and under the line management of the logistic assistant,
1. Warehouse supervision
Arrange and fix the warehouses in the most operational way for reception, storage, preparation and delivery of the goods; Optimize permanently the space of the stock;
Request purchase equipment, furniture, or goods needed for a proper use of warehouses;
Ensure that the warehouse is organized, clean and ready for logistic audits;
Is responsible of the storage of the goods in line with Handicap International policies;
Communicates with is line manager on all issues concerning the storage of the goods (allocation, place, condition of the warehouse…);
If need, edit maximum and minimum level for all the goods in stock. The buffer stock should be defined in coordination with Log Base and PMs.
Inform the PM about level of goods in the stocks according to the minimum and maximum;
Ensure the security of the goods and the persons inside the warehouse;
Report any incident to the direct line manager using proper forms;
Ensure that the persons working in the warehouse are wearing security equipment (safety shoes, gloves…) and order any security items if need;
2. Reception of the goods
Is responsible of the reception of the goods according to Handicap International policies;
Work closely with the program managers, log assistant and purchasers to plan the good reception of the goods and allocation in the stock;
Reception, follow up, and quality control of the items delivered by supplier or other bases;
Prepare all documentation regarding each reception of goods and ensure the archiving of the forms properly fill and sign and update stock cards and stock report accordingly;
Inform the programs and the line manager of the goods reception;
3. Preparation of the delivery
Under supervision of Log assistant, work closely with the logistician base and the program managers on a weekly delivery planning.
Organize the work in line with the manager, to respond to the program needs;
Prepare and pack all goods before the delivery;
Prepare all documentation regarding each delivery and ensure the archiving of the forms properly fill and sign and update stock cards and report accordingly;
Ensure the supervision of the loadings/unloading of the goods;
4. Administrative follow up of the goods
Ensure a coherent administrative follow up of all warehouses in Bekaa according to HI policy;
All the goods in the stocks must be registered into and followed into A2S;
All the goods in the stocks must be registered on the stock cards;
Keep the stock records and inventories for all the HI goods in the log department in updated;
Make a complete stock report at the end of each month (consumption, stock movements, stocks);
Keep all the order files updated according to Handicap International policies;
Ensure that all the goods are monitored from the reception till the delivery;
Ensure that theoretical stocks are matching physical inventories.Team Management
Ensure a smooth coordination of the order picker and daily workers teams;
Establish a weekly planning for duty order pickers and daily workers;
Ensure the HR procedures are follow (attendance, leave, appraisal…);
Control attendance: Organize the planning of holidays, validate leave requests, organize replacement, collect and check attendance sheet, etc;
In link with administrative department, follow up the recruitment of order pickers and daily workers with respect of criteria and HI rules and procedure;
THE CANDIDATE’S REQUIREMENTS (include various soft skills & language skills)
-Arabic, speaking and writing
-English, speaking and writing
-French language is a plus
-Be rigorous, calm and polite
-Be a good and polite negotiator
-Good networking capacities.
-Knowledge in computers (Excel required, Microsoft Office)
-The ability to integrate completely in the heart of a multi-disciplinary team.
REQUIREMENTS
Educational Background and Working Experience
Baccalauréat or Degree in link with position
At least 2 years of Professional experience in the related field
Experience with NGO, preferably in emergency context
Personal skills required
Strong interpersonal and intercultural skills
Ability to work in a multicultural environment and in a multidisciplinary teamwork.
Ability to work under high pressure with a great level of personal organization
Diplomacy sense; Flexibility
Languages Skills
English and Arabic mandatory (oral and written). French would be an asset
Computer Skills
Good knowledge of Microsoft Office Programs, especially Excel, Word and Power Point.
Driving License preferable but not mandatory
