Background
ACTED is a French humanitarian NGO, founded in 1993, which supports vulnerable populations, affected by humanitarian crises worldwide. ACTED provides continued support to vulnerable communities by ensuring the sustainability of post-crisis interventions and engaging long-term challenges facing our target populations, in order to break the poverty cycle, foster development and reduce vulnerability to disasters. Our interventions seek to cover the multiple aspects of humanitarian and development crises through a multidisciplinary approach which is both global and local, and adapted to each context. Our 4 000 staff is committed in to responding to emergencies worldwide, to supporting recovery and rehabilitation, towards sustainable development.
Our teams in the field implement some 380 projects in 34 countries covering the following sectors emergency relief, food security, access to health, education and training, economic development, microfinance, advocacy, institutional support, and regional dialogue, cultural promotion.
Functions
The Engineer’s function is to conduct field visits on a daily basis for assessment and implementation of household level rehabilitation works. This includes ensuring completion of works in the area of intervention according to program quality guidelines to achieve desired objectives of the project as per the guidance of the WASH/Shelter Program Manager(s).
Duties and Responsibilities:
To assess households flagged with poor shelter conditions to determine if intervention is needed;
To complete preliminary documentation describing scope of work and related inputs including BoQs, sketches, photos, and implementation plan;
To conduct close monitoring of work undertaken by contractor or landlord in beneficiary households and provide technical guidance as necessary to ensure works are completed as per BoQ and that works meet program quality standards;
To ensure works are conducted in a manner that ensures safety of those in proximity of the worksite (particularly workers, foremen, beneficiaries, etc.)
To document completion of works with related technical checklists and photographic evidence;
To ensure all documentation related to household-level works is accurately filed and reported to program database staff and Engineer Team Leader.
To manage and oversee daily laborers achievements and provide them technical instructions where applicable;
To assess the activities undertaken and ensure efficient use of resources in close collaboration with the Program Manager;
Educational background in civil engineering or other engineering field but with experience in residential construction;
Experience in managing and implementing building construction or renovation/rehabilitation projects;
Familiarity with the aid system, and understanding of governmental requirements in terms of building regulations;
Strong organizational and time management skills, and able to meet deadlines under pressure;
Attention to detail and accuracy;
Highly motivated and with a desire to work with local communities;
Ability to travel and work under difficult conditions, notably in poor quality housing;
Demonstrating strong inter-personal skills is essential and will be required on a daily basis;
Ability to work with culturally diverse groups of people;
Spoken Arabic is required, written English skills are required;
Working knowledge of computers using MS Word and Excel among other packages. Communicate effectively on email and use of internet.
Being a strong team player and adept at creating a strong team spirit;
Ability to make some appropriate decisions and to refer to the program manager whenever it is needed;
