Hr Officer (Zahle)

The Human Resources Officer (HR Officer) is responsible for managing the human resources for the IRC Operations in Lebanon. The HR Officer will report directly to the Human Resources Manager for Lebanon. Main Tasks and Duties National Staff Management: •Ensure compliance to HR Policy and procedure. •Manage the recruitment cycle (post vacancies, coordinate and conduct interviews, Maintain a recruitment tracking sheet for all open national positions in Jordan, etc) •Conduct HR/Administrative orientation for all new staff •Manage national staff contracts and promote employee adherence to personnel policies, and ensure compliance with all labor laws. •Register employees in insurance, NSSF, and staff benefits. •Follow up on changes in status, termination. •Maintain up-to-date leave tracking record. •Ensure compliance with IRC’s time and effort reporting requirements and compile monthly payroll submissions; work with the Finance department to ensure the smooth monthly administration of payroll. •Participate in review of policies and procedures, make recommendations. •Maintain the confidentiality of all sensitive HR information at all times International Staff Management: •Follow up on international staff recruitment activities and liaise with HR NY and Regional office to keep staff data updated throughout the assignment, and update the international staff recruitment sheet. •Conduct international staff HR/Administrative orientation on arrival, and facilitates arrival. •Maintain knowledge of international staff entitlements and benefits, assisting in responding to questions raised by staff. •Maintain tracking of international staff time and effort reporting, leave and absence. •Coordinate exit procedures and submit termination paper work to HR NY Performance Management and Career Development: •Ensure and monitor the implementation of staff development policy from orientation of new staff throughout all employment with IRC. •Work with supervisors to ensure timely completion of orientation and performance management processes. •Provide the tools and necessary guidance for the Performance management evaluation process and career development in coordination with relevant supervisors. •In partnership with programs and operations, develop annual staff evaluation, development and training plans to ensure systematic and effective staff development Perform any other tasks assigned by the HR Manager Key Working Relationships:   Position Reports to:  HR Manager Indirect Reporting: HR Coordinator  Job Requirements: •University Degree in management, human resources, administration or related fields. •Minimum of 3 years professional experience in Administration/Office Management •Previous experience with Human Resources and/or Recruitment •INGO experience preferred. •Fluency in Arabic and English. •Strong sense of personal integrity. •Additional qualities: ability to multitask, ability to handle pressure well, ability to improvise, flexibility, cultural and environmental sensitivity. •Team work skills
