Terms of ReferenceSSCL Area Risk AdvisorSSCL is a committee of Local NGOs, International NGOs, United Nations (UN), InternationalOrganizations (IO) and Civil Society Non-Profit Organizations who coordinate and shareinformation, resources and training on safety and security in Lebanon.SSCL Mission Statement: To enhance the safety and security of international and localorganizations operating in the humanitarian, development and civil society sector in Lebanon byfostering awareness and analysis, risk management, information sharing, coordination and bestpractice.The Values of SSCL: P.I.E. – Predictive, Innovative, Enabling.Area Risk AdvisorThe ARA provides SSCL members and clients with credible information and contextual analysisof the local and regional situation.The ARA will also be responsible for the management of the regional SSCL office. This includesoversight of local logistics and administration.Areas of responsibilityMembers’ Follow up- Assure the members’ satisfaction with the SSCL Alert system and follow up on any inquiries orrequest by referring it to the SSCL coordinator- Maintaining an established communication with one or two focal points within each memberRegional Meetings- Facilitate meetings in the region of responsibility with the presence of at least one staffmember from SSCL Beiruto Present a brief update about the area situationo Record the MOM of the bi-weekly roundtables and share it with the SSCL team.- Meet one-on-one with members on a regular basis to understand their operational needs andassess opportunities for SSCL support.Reporting- Liaise with Members, strategic partners and local security forces to obtain security information.- Provide Members and analyst with credible information and a contextual analysis of the localand regional security situation.- Draft and send messages on WhatsApp and SMS to alert members to critical situations thatcould affect their operability.- Record all safety and security incidents that happen within the region, and submit records to theAnalyst on a weekly basis.Representation- Promote and represent SSCL as a neutral and impartial organization.- Manage the regional SSCL office, as well as the public perception of SSCL in the region.- Refer member requests for Membership Inquiries, Capacity Building and Analysis to the SSCLCoordinator- Identify opportunities for coordination and training in their region.RequirementsEducation- Masters level qualification in Risk Management, International Relations, Communications,Journalism or Business Administration, in lieu a relevant bachelor combined with 5 or moreyears’ experience in public or private sector in threat and risk management or incommunication.Experience- 5 to 7 years of experience in leading/managing teams that collect, analyze and distributeinformation relevant to humanitarian, development or government policy and operations.- Familiarity with UN, INGO, Lebanon or Donor security management systems highly desirable.Skills Required- Excellent understanding of the Lebanon context;- Strong leadership, management, planning, analytical, interpersonal, and communication skills;- Ability to quickly adapt and innovative methods of communication with new technologies;- Excellent initiator, able to manage multiple tasks;- Able to work under pressure and good at timely decision making;- Excellent written and spoken English and Arabic, French is desirable;- Competent in Microsoft Office and an interest in the potential of new and social media;- Knowledge and/or experience in conflict management, protection, or other related field;- Excellent professional approach and strong team building skills;- Strong coordination and representation skills and well versed in convincing and clarification ofviews and points;- Embraces culturally diversity and highly tolerant; and- A sense of humor is absolutely mandatory
