OVERALL MISSION
The Food Security and Livelihoods (FSL) Coordinator develops and supports the implementation of the Food Security and Livelihoods strategy in the mission. S/he supports the project managers of FSL projects jointly with the relevant Program Implementation Coordinator.
Tasks and responsibilities:
Programs: S/he coordinates the FSL teams jointly with the relevant PIC and ensures the operational and qualitative aspects of programs are properly implemented (monitoring of objectives, respecting due dates and budgetary provisions, quality control)
Evaluation / Strategy / Development: S/he participates, for his/her technical sector, in the design of the operational strategy and suggests new operations according to needs identified at base and mission level. S/he participates actively (in coordination with other national coordinators and the relevant Head of Base) in the design and implementation of assessments and in the design and overall project cycle management of all FSL projects at mission level.
Human resources: S/he supports from a technical point of view the teams operating on FSL (recruitment, objectives definition, and evaluation).
Representation: S/he ensures and coordinates the PU-AMI’s FSL representation at mission level with partners, working groups, donors and different authorities.
Coordination: S/he ensures that information is efficiently communicated between the FSL teams and other teams (support, programs…) and ensures a proper coordination and information sharing with other national level coordinators (Log, Admin, Shelter and Infrastructure…).
Logistical, administrative and financial monitoring: S/he guarantees that logistical and administrative procedures are respected by the FSL teams and alerts/relays this information to the logistical and administrative coordination team.
Specific objectives and linked activities
1. PARTICIPATE IN PROGRAMME DESIGN AND ENSURE TIMELY IMPLEMENTATION AND MONITORING OF PROGRAMMES
S/he ensures that FSL programs (reaching objectives, monitoring of timetables, respecting activity schedules, budgetary monitoring, contractual reporting etc.) are properly implemented and reports potential issues to the relevant Head of Base and the Deputy Head of Mission in Charges of Programs.
S/he alerts the DHoMP when delays in carrying out FSL programs have been identified and suggests adjustments (in terms of activities, operation area, budget, schedule etc.)
S/he, jointly with the relevant Head of Base and PQC, leads the FSL components of assessments and proposal making process (technical design, financial design, support needs…).
S/he, jointly with the relevant Head of Base, ensures the quality of donor reports for FSL projects and that they are prepared in a timely fashion.
S/he encourages coordination between different sectors and departments in the field (operational meetings, functioning reports etc.) and ensures efficient circulation of information between the FSL teams and other departments.
S/he ensures that FSL teams respect PU-AMI’s procedures and formats and comply with the PU-AMI’s operation policy.
S/he leads and ensures an Institutional Knowledge Building strategy for FSL interventions and defines, with the HoM, the relevant documents and tools to be produced.
2. PARTICIPATE IN THE DEFINITION OF AND THE REVISION OF OPERATIONAL STRATEGY
S/he participates in the preparation of a mission Strategy for the sector s/he is responsible for. In order to do this, s/he involves local and international teams under his/her supervision by encouraging reflection workshops, in which s/he will make recommendations/suggestions to the coordination team.
S/he participates in the follow up of the humanitarian situation in the country and reports needs to the Deputy Head of Mission in Charge of programs.
S/He is especially involved in the definition of the long-term strategy and should provide technical support to strengthen the resilience of communities affected by the crisis (especially the host community).
3. SUPERVISE AND MANAGE LOCAL AND INTERNATIONAL TEAMS IN HIS/HER OPERATION AREA
S/he is technically supporting the direct manager of the FSL and Targeting projects at mission level.
S/he writes and authorizes job descriptions before sending to the relevant Head of Base. S/he carries out or delegates personnel interviews. S/he contributes to work meetings, mediates potential conflicts, and defines priorities and activity schedules.
S/he may be involved in the recruiting of the members of his/her team, and he/she participates in making a decision to end the contract of the members of his/her team.
S/he ensures and/or supervises the continued training of the members of his/her team (organizational, methodological and potentially technical support), participates in the identification of training needs and recommends training action internally or externally
4. ENSURE THE CIRCULATION OF INFORMATION AND THE REPRESENTATION OF PU-AMI
S/he ensures information is efficiently communicated between the field and the national coordination.
At the request of the Deputy Head of Mission in Charge of programs, s/he participates in coordination meetings and is an active attendee of these meetings.
S/he coordinates, under the supervision of the Deputy Head of Mission in Charge of programs, the FSL representation of PU-AMI among partners, donors and different authorities at mission level (especially MoA and MoSA).
S/He participate to the following interagency working groups: Social stability and Livelihoods WG (UNDP), Food Security WG (FAO/WFP), Basic Assistance WG (UNHCR) and Cash Sub-WG (UNHCR)
5. MAKE SURE PROCEDURES ARE RESPECTED AND FACILITATE THE LOGISTICAL, ADMINISTRATIVE AND FINANCIAL MONITORING OF HIS/HER OPERATION AREA
In terms of logistical, administrative and financial monitoring, he/she is involved to the extent at which his/her involvement effects the realization of FSL projects. All the same, his/her involvement is limited to making sure information is communicated to the national coordination team, the administrative and logistical coordinators, as guarantors that the procedures are respected, and as functional references for the Head of Base for any logistical or administrative question.
S/he makes sure that logistical, administrative and financial procedures are established for FSL projects and alerts the relevant Head of Base and the coordination team if gaps are observed in order that corrective action may be taken.

QUALIFICATIONS
Mandatory requirements
Language Skills: Fluent in English, (speaking/reading/writing) Arabic is a plus
Education Degree: University degree in project management/food security/economic development or related field.
Work experience: 5 years professional experience in NGOs in management of emergency relief and development operations.
Computer Skills: Very good knowledge of the MS office software including Word, Excel, Outlook, PowerPoint.
