BACKGROUND
The United Nations Relief and Works Agency for Palestine Refugees (UNRWA) is funded almost entirely by voluntary contributions from UN Member States. The Agency’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance, including in times of armed conflict. Following the 1948 Arab-Israeli conflict, UNRWA was established by United Nations General Assembly resolution 302 (IV) of 8 December 1949 to carry out direct relief and works programmes for Palestine refugees. The Agency began operations on 1 May 1950.In the absence of a solution to the Palestine refugee problem, the General Assembly has repeatedly renewed UNRWA's mandate, most recently extending it until 30 June 2017.
UNRWA services are available to all those living in its area of operations who meet the definition of Palestine Refugees, who are registered with the Agency and who need assistance. The descendants of Palestine refugee males, including adopted children, are also eligible for registration. When the Agency began operations in 1950, it was responding to the needs of about 750,000 Palestine refugees. Today, some 5 million Palestine refugees are eligible for UNRWA services.
Nearly one-third of the registered Palestine refugees, more than 1.5 million individuals, live in 58 recognized Palestine refugee camps in Jordan, Lebanon, the Syrian Arab Republic, the Gaza Strip and the West Bank, including East Jerusalem. Some 450,000 refugees are registered with UNRWA in Lebanon, with many living in the country’s 12 refugee camps.
Around 53 per cent of the Palestine refugees in Lebanon live in the 12 recognized Palestine refugee camps, all of which suffer from serious problems, including poverty, overcrowding, unemployment, poor housing conditions and lack of infrastructure. Three other camps were destroyed during the course of the Lebanese Civil War, while a fourth was evacuated many years ago.
The ongoing conflict in Syria has forced many Palestine refugees from that country, including men, women and children, to flee to Lebanon in search of safety. UNRWA is working to adjust to their numbers and their needs - including for education, health care, shelter and relief.
The Safety and Security Divisions mission is to provide leadership, advice and operational support on security and risk management with the aim to manage risks and therein improve staff safety, secure assets and protect premises in order to support sustainable programme delivery.
Under the direct supervision of the SSFO and the overall guidance of the SFO, the Security Clerk provides assistance in ID issuance and other administrative security tasks, ensuring the highest standards of discretion and integrity, sense of responsibility, excellent knowledge of protocol and security issues. The Security Clerk will demonstrate a client-oriented approach, courtesy, tact and ability to work with people of different backgrounds
MAIN RESPONSIBILITIES
In accordance with established Agency policy and procedures, the incumbent:
(A) Control and issuance of official UNRWA ID card for all eligible personnel in line with Front Office Directives;
(B) Ensure that official UNRWA ID cards are treated as controlled items, accounted for and linked to an accurate, updated, database;
(C) Coordinate with Chief Area Officers to issue ID cards to eligible personnel in all five Areas of UNRWA operations in Lebanon;
(D) Immediately report any loss or theft of UNRWA ID Card to FSO and FSSO and legal and prepare a loss report for each instance;
(E) In coordination with HR and as per official end of duty date, ensure that all personnel return their issued UNRWA ID card on separation from UNRWA LFO.
(F) Assist in preparation of Monthly LFO security reports;
(G) Assist in training & training programs and any administrative issues for the department will need
(H) Be prepared to back-stop other functions within the department as required.
PERSONAL & PROFESSIONAL COMPETENCIES
(A) Academic and Professional
i) Secondary degree with a diploma in communications, business and office practice or other related discipline
ii) University degree in administration, business, IT, communication is an asset
(B) Experience
i) One year experience in communication and clerical work preferably in an international organization
ii) Fair IT Knowledge in the usage of computers and office software packages ( MS Word, Excel,etc) and advance knowledge of web based management systems
(C) Language
Excellent command of spoken and written English and Arabic

(D) Skills and Competencies
i) Excellent knowledge of Designing and relevant software.
ii) Ability to work under stress, to remain calm in emergencies and respond quickly in real time to security incidents.
iii) Ability to work independently especially during night/afternoon shifts.
iv) Good analytic and judgment skills.
v) Ability to maintain confidentiality.
vi) Intermediate knowledge in report writing and presentation skills.
CONDITIONS OF SERVICE
Salary: As per relevant salary scale.
Contract Duration: One year - Extendable according to availability of funds, needs and performance.
EQUIVALENCY
Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.

In this regard, if a candidate has a close relative (mother, father, brother, sister, son or daughter) who is already employed by the Agency, he/she can only be employed if the Agency is unable to find another suitable candidate.
UNRWA staff members with fixed term appointments may apply for any consultant/contractor consultancy while in service. Upon selection, a staff member may be offered the consultant/contractor contract upon resignation from fixed term appointments and a three month break-in-service.
Candidates who are no longer employed by the Agency must have a minimum of 3 months break-in-service, before they apply to any consultant/contract positions.

TECHNICAL & PRACTICAL TESTS REQUIRED
Short-listed candidates will sit for two tests:
Written technical test (100%).
Computer test (Pass/Fail), which includes (Basic Level: MS Word, Excel and PowerPoint).
The top 5 scoring candidates in the written technical test given that (i) none have scored less than 50%, and (ii) none have failed the computer test, will be invited for an interview.
