Invitation To Bid: Monitoring, Evaluation & Learning Consultant To International Alert’S Conflict Sensitive Aid Project

Invitation to Bid   International Alert (IA) is implementing a project on conflict sensitive aid as part of the EU-funded project ‘Conflict Reduction through Improving Healthcare Services for the Vulnerable Population in Lebanon’.  This grant is led by the Ministry of Public Health (MOPH) and implemented in partnership with the United Nations High Commissioner for Refugees (UNHCR), World Health Organisation (WHO), The United Nations Children’s Fund (UNICEF), and International Relief and Development (IRD). IA is inviting bids from qualified consultants to support Alert’s learning activities and work with team members to produce lessons learned reports on capacity building activities implemented as part of Alert’s project.  Applicants are expected to have demonstrable expertise in monitoring and evaluation (M&E) coupled to institutional learning. The Monitoring, Evaluation & Learning (MEL) Consultant should have proven expertise in the following areas and preferably in the Lebanese context; conflict sensitivity, conflict mitigation, healthcare and emergency response. S/he would be available to design MEL processes, conduct reflection sessions, collect and analyse M&E data, co-author and edit lessons learnt reports and provide strategic advice on documenting learning on conflict sensitivity in the context of the Syrian refugee crisis in Lebanon. For additional information regarding the needed advisory service please refer to the Terms of Reference.   TOR for Monitoring, Evaluation & Learning Consultant to International Alert’s Conflict Sensitive Aid Project   This Terms of Reference specifies the parameters of an expert monitoring, evaluation & learning (MEL) input to International Alert’s Project in Lebanon, for the period April-June 2015.       Background to the project   International Alert in partnership with the Ministry of Public Health of Lebanon, UNHCR, UNICEF, WHO and IRD is implementing an EU IFS funded project on conflict reduction through improved health care provision. Alert is responsible for one of the four project component, namely increasing the capacity of programme partners and other humanitarian actors to implement programmes using a conflict-sensitive approach.  MEL activities and expected output   The MEL Consultant will provide the following support to International Alert’s project in the period April-June 2015: Review upcoming publications (two case study reports) and ensure conclusions are well argued and advocate for specific ways of ensuring conflict sensitive practice (3 days, April, home-based) Edit an internal evaluation report on trainings for Primary Healthcare Centres (PHC) staff based on pre- and post-training data (2 days, April, home-based) Facilitate a lessons learnt session with two partner organisations implementing pilot initiatives on conflict sensitive awareness raising sessions. Use data from partners’ reports and produce a lessons learnt report on the use of dialogue in awareness raising sessions for mixed groups of Lebanese and Syrian participants (10 days, May-June, Lebanon) Advise and comment on a lessons learnt report on the integration of conflict sensitivity in the work of the Mental Health Programme of the Ministry of Public Health (3 days, May, Lebanon or home-based) (Co-)facilitate a one day lessons learnt workshop with project staff and project advisers (1 day, May, Lebanon) Co-author a lessons learnt report on the overall project impact, challenges and next steps (3 days, June, Lebanon)   Summary of activities April Review upcoming publications, Edit an internal evaluation report on trainings for Primary Healthcare Centres (PHC) staff May Facilitate a lessons learnt session with two partner organisations, Advise and comment on a lessons learnt report on the integration of conflict sensitivity in the work of the Mental Health Programme, (Co-)facilitate a one day lessons learnt workshop June Co-author a lessons learnt report       Costs and Payment schedule   The consultant should offer a fee for the service inclusive of all travel and accommodation costs. The consultant fees will be paid in two tranches following the delivery of key outputs. Consultant’s Profile   At least 5 years of experience in monitoring, evaluation and learning with a special focus on conflict sensitivity/ peacebuilding in international context Proven expertise in conflict sensitivity, conflict mitigation, healthcare and emergency response preferably in the Lebanese context Sound understanding of the challenges posed on Lebanon by the Syrian refugee crisis and understanding of the humanitarian health sector; understanding of psychosocial support approaches and mental health issues is desirable Proven expertise developing peace and conflict sensitive research and evaluation methodologies and tools for a range of stakeholders, including in the Lebanese context Proven experience in design or supporting the development of conflict sensitive programming and pilot initiatives.  Experience in facilitation of institutional learning Sound understanding of the humanitarian system and the roles of UN agencies and the national government Excellent report writing skills and ability to draw sound conclusions and recommendations Excellent communication skills and experience of developing
