Field Officer (Surveillance And Assessment)

General objective   Under the direct supervision of the AME Manager, the Surveillance and Assessment Field Officer is in charge of regular collection of information from settlements of Syrian refugees in the South governorate, thus providing visibility on the evolution of the situation and the needs, the movements of refugees and the humanitarian interventions and gaps in the South. His/her activities can extend to Lebanese host communities and Palestinian gatherings on an ad-hoc basis.   The S&A Field Officer position’s main objectives are to properly achieve the following global tasks: -  Carry out multi-sectorial needs assessments and mapping of the actors and gaps in the area to provide a clear picture of the situation. -  Provide accurate and qualitative data collected on the field;   Responsibilities and tasks: -  Assessments: He/She will implement all S&A field-related activities. -  Logistics and Administration: He/She will express and anticipate logistics and administrative needs related to S&A activities he or she is implementing -  Safety and Security: He/She will follow safety and security rules on base and will transmit all safety and security information to the Quality Program Coordinator.   Specific objectives and linked activities   Identification of gaps for potential interventions -  Carry out multi-sectorial needs assessments in the areas defined with the AME Manager and the S&A Senior Field Officer -  Participation in the design of new forms according to specific needs -  Ensure quality and accuracy of data collected on the field and the serious follow-up of available guidelines -  Ensure the mapping of Informal Settlements/Collective Shelters (IS/CS) in the area as well as mapping of other actors (update of tools) -  Create alerts when assistance is needed (gap of intervention and no coverage of vulnerable populations’ needs)   Internal and external reporting -  Provide internal reporting on activities according to PU-AMI internal tools following guidance given by the AME Manager -  Prepare internal/external assessments, monitoring and evaluation reports according to guidance given by the AME Manager -  Report immediately on achievements or difficulties faced on the field -  Report on the progress of S&A activities on a daily and weekly basis   Capitalization/Institutional Knowledge Building -  Participate in training sessions and workshops as needed -  Communicate and report on its analysis of the situation and challenges encountered, including possible referrals to be done internally and externally   Communication & Follow up -  Participate in the field work and respond to beneficiaries’ queries with good knowledge of relevant information -  Participate in training and liaison with communities' focal points (host and refugees)   The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the project needs.   QUALIFICATIONS   Mandatory requirements   Language skills: Fluent in Arabic and English (speaking/reading/writing) Education degree: Secondary school diploma Work experience: Experience in NGOs, preferably in an implementation department plus on-site training in social or monitoring work Knowledge & skills: Good analytical and writing skills / Very good team spirit// Demonstrated willingness to improve own knowledge and skills by participating actively in any training sessions and capacity building activities Computer skills: Knowledge of the MS office software (including Word, Excel, Outlook) Other: -         Good understanding of the context (in Lebanon in particular and of the Syrian crisis in general) -         Good knowledge of the area (Saida & Jezzine districts, South in general) -         Excellent communication skills with beneficiaries -         Valid driving licence (2 years minimum)   Assets Interest: -       Strong motivation to help people in needs -       Understanding of the political situation in the area   Transversal skills: -       Well organized and attention to details -       Conflict resolution and diplomacy experience -       Ability to analyse and suggest improvement -       Autonomy, neutrality, hard worker -       Able to manage stress and pressure -       Ability to work within a team.
