The International Medical Corps (IMC) began operating in Lebanon during the war in the summer of 2006 and played an integral role in the provision of relief to conflict-affected populations. Remaining in Lebanon following the August 2006 ceasefire, IMC assisted in reconstruction efforts and maintained a strong presence in the country providing services to Iraqi refugees and Lebanese host community populations through 2011. Immediately following the influx of Syrian refugees into the country in 2011, International Medical Corps began expanding programming to meet their health and mental health needs.
Currently, IMC is one of the largest non-governmental health organizations assisting the Lebanese public institutions and civil society organization to provide primary health care, health education and mental health and psychosocial services to refugees and the local host population.
Objectives of the current recruitment:
IMC Lebanon is seeking to recruit a full time MHPSS Coordinator managing the Mental Health and Psychosocial Support programs on national level that have expanded both strategically and geographically over the past two years. Though based in Beirut, it will involve regular travel to the field sites – Mount Lebanon, Bekka, North, South. Daily management of the programs and staffing, providing technical support in addition to representation at coordination meetings and with key stakeholders is the mainstay of the role.
Essential Duties & Responsibilities:
Under the direct supervision of the Program coordinator and in coordination with Technical Unit at regional and head quarter’s levels, the MHPSS coordinator will:
Manage the day-to-day program activities, including planning, implementation, monitoring, evaluation, and reporting;
Oversee budget development, planning and ensure that regular financial spending are in line with initial planning (Pipeline Review, Implementation Plan);
Conduct routine project needs assessments and program reviews to ensure successful implementation and donor compliance;
Manage MH Department and subsequent team ensuring there is adequate cover during periods of absence;
Conduct regular monthly meetings with staff and MH specialists to go through program planning, implementation progress and identify key challenges;
Develop contingency plan to address challenges encountered by field and office personnel;
Ensure that communication channels and lines are open with the direct line management and work towards ensuring that all training needs of MHPSS technical and administrative staff are met and performance evaluated;
Represent IMC at relevant coordination meetings with all relevant health, mental health and protection actors including World Health Organisation (WHO), Ministry of Public Health (MoPH), UNHCR, Ministry of Social Affairs (MOSA), UNFPA, UNICEF et al.
Work closely with the director of the National Mental Health Program, MoPH to oversee the work of the program at the ministry in terms of integration of mental health into primary health care through:
Conduct regular meetings with the director and NMHP staff,
Ensure submission of regular progress reports,
Provide feedback regarding program planning, implementation progress and evaluation,
Assist in proposal development,
Coordinate programs and activities,
Provide both technical and administrative support when needed;
Part of IMC Lebanon country management team for strategic planning, etc.
Part of the Management Team for Lebanon;
Meet regularly with the Program Coordinator and MH Consultant to work on programmatic and technical activities and explore opportunities to develop the program.
