Overall objective
Under the supervision and direction of the Project Implementation Coordinator, the PM Protection/psychosocial is in charge of developing and ensuring the good implementation of protection and psychosocial activities (Establishment of self-management structures in 30 sites, psychosocial activities, incorporation of protection mainstreaming across all the sectors of intervention, case management).
Tasks and responsibilities
Representation and coordination: Upon request from his/her supervisors, he/she ensures and coordinates the PU-AMI’s sectorial representation (e.g. Protection, Education Working Group) in the area which he/she is responsible for among partners, donors, authorities and other stakeholders. She/he ensures an efficient coordination with the other components of the project.
Project planning and implementation: He/She participates in making sure that protection and PU-AMI PSEA policy (Protection against Sexual and Exploitation Abuse) are understood and respected by all involved staff and for all activities. He/she suggests new operations according to needs identified in the area. He/She coordinates protection and psychosocial activities and ensures that the operational and qualitative aspects are properly put into practice (monitoring of objectives, respecting due dates and budgetary provisions, quality control). He/she also provides training to the implementation teams (PU-AMI but also local partner staffs) regarding protection, legal aspects, case management and referral pathways.
Improve protection threats analysis & monitoring, information sharing and advocacy: he/she ensures an in depth analysis of data collected by PU-AMI and other protection actors in the area of intervention; he/she develops external reports on protection trends using Advocacy indicators
Budget planning and management: Managing the activities budget and following-up the expenses as well as providing monthly budget forecasts
Monitoring and evaluation: Set up and ensure the continuous monitoring of the activities under his/her management including qualitative and quantitative monitoring; ensuring that proper policy, standards & codes of conduct are enforced.
Team management and capacity building: He/She will supervise the ‘PCO team’ and liaise with support departments.
Capitalization, reporting and communication: He/she assists the PIC and/or the Grant Coordinator in providing sufficient and detailed information for program reporting for donors and HQ.
Strategy: She/he contributes to the adjustment of current intervention or/and development of new interventions on the basis of identified needs.
Specific objectives and related activities
1. REPRESENTATION AND COORDINATION
In coordination with his/her line manager, he/she represents PU-AMI in the project area with any relevant stakeholders, local, national and international partners, local and provincial authorities in order to facilitate the implementation of the project’s activities
Actively participate in the Working Groups relative to his/her field of intervention at national and/or local level when and if required; he/she participates to the elaboration of common tools and guidelines
Set up a network, coordinate and communicate with the stakeholders acting in the same areas; ensure effective coordination and collaboration with key stakeholders and partners – NGOs, civil society organizations (CBOs), community groups
Work in close coordination with relevant staff in other PU-AMI units, including Food security & Livelihood, Infrastructure/Shelter, Health, WATSAN, and AME to ensure the strong integration of other sectors and to promote the development of new concepts/approaches/collaborations for future programming
2. PROJECT PLANNING AND IMPLEMENTATION
In coherence with working group guidelines, SOP in place, IASC policy, standards and codes of conduct and in the frame of donors’ requirements, define the protection methodology for the proper implementation of the main following activities (non-exhaustive):
Mapping of operational agencies in the areas of intervention and coordination
Strengthening existing referral mechanisms and set up of specific referral pathways for specific cases (CP, GBV, legal issues)
Training of PU-AMI employees and local partners on referral pathways and basic legal aspects (tenancy rights, access to services)
Ensure the coherence and the homogeneity of the activities under his/her responsibility (indicators and results follow up) and develop proper assessment mechanisms;
Ensure a continuous monitoring of the protection and psychosocial activities (relevant to the needs expressed, adaptation when required);
In collaboration with the Quality Department, define vulnerability criteria for the provision of emergency cash assistance and cash for work and ensure a proper monitoring of these activities
Ensure that project action plan is prepared at the start of the project and reviewed periodically based on the feedback from the monitoring of the project. This also includes identification of support requirements from other sectors within the organization;
Understand and appropriately implement donor guidelines and procedures regarding reporting requirements, procurement of goods and services and keep informed of any new official guidelines and procedures;
Provide training for Field Teams on standard operating procedures (SOP), case management and legal aspects as well as safety and security measures related to PSEA.
Ensure proper coordination and communication with the local implementing partner including the establishment and follow-up of effective monitoring tools and strong capacity building as well as inter-organizational learning.
Participate to proposal writings for funding, carrying out needs assessment and suggesting programs locally in line with the country strategy plan;
Inform the line manager of any relevant issue related to the project implementation;
Lead regular field reviews and ensuring best practices standards are met
3. IMPROVE PROTECTION THREATS ANALYSIS & MONITORING, INFORMATION SHARING & ADVOCACY
In collaboration with the Program Quality & Development Department:
Develop strategies for improving protection data collection and analysis
Increase understanding of the protective environment, including demographic data, vulnerability mapping, available services, and existing gaps impacting the refugee and host populations;
Contribute to the development of measurable indicators;
Provide technical advice and training on protection to all other operational departments, ensuring that protection issues and aspects are always included in other operational departments’ activities (protection mainstreaming) ;
Provide a human rights and protection "lens" on all sector of intervention, methodologies of implementation and community-based activities
4. BUDGET & LOGISITICS PLANNING AND MANAGEMENT
Ensure budgeted action plans prepared at the beginning of the project which clearly reflects the activity plan of the project.
Be responsible for the budget lines under his/her management, and provide forecasts on these budget lines on a monthly basis; Contribute to the monthly budget follow-up process;
Comply with all logistical rules, procedures and processes, ensuring the timely supply of all logistical needs for the successful implementation of his/her program.
Be responsible for eligibility and good utilization of funds allocated with the activities under his/her management.
5. MONITORING AND EVALUATION
In collaboration with the Quality department, ensure that the protection and psychosocial activities have clear monitoring framework and progress is effectively monitored through the regular collection and analysis of key indicators and ensure that processes and results are properly documented,
Based on the ongoing monitoring of the project activities, ensure that lessons learnt and success stories from the project are effectively documented and shared
Provide his/her colleagues with statistical data and analysis on the activities under his/her responsibility;
After approval from management, share assessments/reports in the appropriate working groups.
6. TEAM MANAGEMENT AND CAPACITY BUILDING
Provide direct supervision and build staff capacity (PU-AMI and local partners) on community outreach, protection, and psychosocial support in accordance with adequate international guidelines and technical manuals;
Monitor and provide objective feedback related to technical staff performance (Community Outreach PMs, Team leaders and officers), including completing staff performance evaluations to promote growth and professional development;
Deliver awareness sessions about human rights, relevant protection topics (child protection, SGBV, gender equity, etc.) and community mobilization to all PU-AMI staff in Lebanon;
Guarantee the appropriateness of programs and their respect for the health, PSEA policy and framework of operations of PU-AMI.
Support the Program Quality and Development Department in training implementation of AME team/clerk on: vulnerability assessment, information to affected persons of their rights, policies, assistance opportunities, including on available services and access
Define and implement the required training to all field teams and to community volunteer/ local partners.
Support and advise the Field teams in the identification and solving of protection issues
Ensure good communication – coordination – information level of each member of the Field teams during regular coordination meetings (or other when required)
Propose to his/her line manager relevant required adaptation to the organizational chart of the mission and contribute to its implementation (job descriptions, etc.)
7. CAPITALIZATION, REPORTING AND COMMUNICATION
Update the PMT (Project Monitoring Tool) as a tool to follow up the implementation of the project;
Provide situation report (SITREP) and weekly report and share it with the PIC;
Write regular reports on the above activities as requested by the PIC or the Technical Coordinator;
Contribute in writing intermediary and final reports for donors;
Capitalize lessons learnt and good practices throughout the project.
Participate in the writing of comprehensive Activity Forms for all major operational aspects, in direct collaboration with the AME teams and with his/her supervisors.
Participate in the development of comprehensive support documents for activities implementation by the PCO team.
8. STRATEGY AND DEVELOPMENT OF NEW PROJECTS
Participate in identifying protection and CO-related needs in coordination with the Project Implementation Coordinator
In the context of identifying new operations, and together with the PIC & Project Quality Coordinator (PQC), contribute to the preparation of project proposals for the CO sector
Participate in the strategy development of the mission
Contribute to the definition of new proposals and budgets in collaboration with the PIC & PQC
Develop an understanding of the Lebanon situation (beneficiaries, needs, political context, and strategy of intervention…)
Focus on 4 priority activities related to the context of the mission
Developing an efficient and sustainable refugee site management and coordination system (Self-Management Committees)
Strengthening the referral pathways and case management for protection issues
Implementing and monitoring the psychosocial activities including cash for work for persons at risk
Training and supporting the field officers and team leaders for the good implementation of the activities

Min. 3 years as a manager of humanitarian projects
Substantial experience in emergency and post-crisis environments, in addition to conflict and post-conflict zones;
Strong experience in community based protection activities and/or Protection case management
Experience in the implementation of psychosocial activities
Knowledge of multisectoral approach

Demonstrating good knowledge of UN and NGO mandates and programs in the humanitarian responses, refugees, post conflict construction and development/resilience
