Data Collector

Background: The conflict that began more than three years ago in Syria has resulted in a steady increase in Syrian refugees to Lebanon, Jordan, Iraq and Turkey. To date, more than one million refugees have fled to Lebanon, and the numbers continue to mount. All refugees who have entered Lebanon are staying with host families, in rented accommodation, or informal settlements. As numbers rapidly increase, humanitarian conditions are deteriorating. The burden on host communities and the financial and emotional stress on refugees and their hosts is tremendous. Mercy Corps is responding to these needs by addressing humanitarian and longer-term development needs alike. Mercy Corps is working with UNHCR to conduct household verifications to determine eligibility for unconditional cash assistance and with the same assessment form also highlight needs for food assistance and winterization. The emergency monthly cash targets the most vulnerable families and allows them to choose how to use the cash to meet their immediate needs. In the Bekaa, the screening of socio-economic vulnerability also involves a protection lens to identify the most vulnerable families.  Purpose / Project Description: The Verification Assistant is expected to conduct household level verification assessments of families identified by UNHCR. The monitoring will include traveling in gender balanced teams to Syrian refugee households throughout North Bekaa to conduct pre-prepared verification surveys on the households’ current socioeconomic conditions. The Verification Assistant will be responsible for completing data entry based of their verification surveys. A valid driver’s license is required.  UNHCR provides periodic lists of households and the Verification Assistant will be contracted on an as needed basis. Consultant Objectives: to conduct assessments to verify eligibility for unconditional cash and other  tasks as assigned to identify the most vulnerable families Consultant Activities: The Consultant will: Conduct verification assessments on a monthly basis Facilitate timely information updates, data quality assurance, sharing of information and learning, etc.; Ensure the maintenance of appropriate monitoring, tracking and reporting systems, tools and templates that enhance monitoring of program outputs and quality; Contribute to understanding of and support for mobile data collection hardware and software; Write up beneficiary stories from the field. Consultant Deliverables: The Consultant will: Conduct verification assessments according to lists from UNHCR Assist in generating data reports (tables/graphs/reports) from the program databases at regular intervals, ensuring reports/information are available as required; Review or edit data in reports as requested and required; Apply Mercy Corps’ Gender Equity Policy and follow Do No Harm Practices Attend regular team meetings and training workshops; Other tasks as required.
