Inter-Agency Protection Associate – G6 – Hru034 - Beirut

  The Inter-Agency Protection Associate (IA Protection Associate) supports the coordination of the sector to respond to the needs of Syrian refugees, Palestine Refugees from Syria, Lebanese returnees and vulnerable host communities, at national and regional level. In this capacity s/he will need to liaise and coordinate with a wide variety of stakeholders. The incumbent needs to have experience in negotiation and planning. S/he also needs to be resilient and able to take independent action within the limits of their authority, innovative in tackling situations s/he have never encountered before, politically aware and able to manage expectations. The IA Protection Associate is supervised by the Senior Protection Coordinator who defines general work objectives and provides necessary advice and guidance. The incumbent maintains regular contact with UNHCR area offices, UN Agencies, NGOs, government partners and other actors in the operation, represents UNHCR at meetings when required and must be prepared to travel regularly across Lebanon to facilitate the operation.   The IA Protection Associate will: Support the Protection Sector and the Working Group at national level Support liaison and coordination between the national PWG and the field PWGs as well as with governmental and civil society interlocutors Provide legal advice on protection issues Analyse protection trends and developments Monitor information and support information management Any other related business     2.2 FUNCTIONAL STATEMENT. Describe the accountabilities, responsibilities and authorities associated with the position. Accountability (key results that will be achieved) -          UNHCR Area Offices in Bekaa, the North, Beirut/Mount Lebanon, and the South, have the support they need to ensure efficient and effective assistance to persons of concern, either from UNHCR’s own resources or from other agency resources, in compliance with the guidance agreed at the relevant Sector Coordination Working Group, and with UNHCR’s policies procedures. -      Local liaison with other UN Agency and NGO partners effectively supports coordination activities.   Responsibility (process and functions undertaken to achieve results) -          Ensuring good coordination mechanisms are in place with sector and governmental interlocutors -          Supporting the Protection Sector Coordinator in ensuring good communication between the PWG in the field and the national PWG in Beirut through regular contacts with the field, request for and provision of relevant info and updates -          Participating in the PWG at Beirut and field level as required and updating the sector coordinator on relevant issues -          Supporting the sector coordinator in providing legal advice, monitoring legal developments and reporting on trends that affect refugees -          Drafting guidelines, strategies and other documents, in cooperation with UNHCR and the members of the legal partners’ forum at Beirut level. -          Supporting the SGBV Task Force and to the Child Protection WG as agreed by the Coordinators. -      Actively follow-up and contributes constructively to thematic working groups in the field (e.g. legal partners meeting, meetings on evictions etc.) -          Regular and timely monitoring of media and public/Governmental sources, including Arabic sources; extract, consolidate and share relevant information for the protection, CP and SGBV WGs for information and analysis.      -          Support the coordinator in mapping exercises, in cooperation with the Information Management Unit. -          Daily monitoring of the Lebanon Web-Portal and liaison with the Information Management Unit for sector updates, checking consistency, providing documents to be posted etc.  -          Providing secretariat support to the Protection Sector and particularly to the national Protection Working Group in Beirut, where required, including preparing meeting minutes, keeping recipients' list updated, drafting support materials for meetings, organize and provide logistic support including translation support.  -          Support the sector coordinator in the review and the reporting of sector partners on Activity Info -                Translation of relevant documents, articles, legal texts from Arabic into English   Authority (decisions made in executing responsibilities and to achieve results) -          Draft reports for clearance by the Senior Protection Coordinator. -          Organise coordination meetings. -          Gather and analyse protection information from UNHCR, partners and media. -          Provide legal support and follow legal developments with regards to refugee issues

- Education: Completion of University Degree in law, social sciences or related field, advanced training/certification in social work or a related field.
- Minimum 4 years of relevant professional job experience.
- Research and analytical skills.

- Fluency in English and working knowledge of another relevant UN language or local language.
