International Sourcing Manager (Based In Beirut, For The Syrian Mission)

International Sourcing Manager, based in Beirut for the Syrian mission   Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non religious humanitarian NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity. Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus and Asia to cover the needs of populations affected by conflict, natural disasters or economic crises. PU-AMI in Syria has been implementing emergency and recovery projects in Shelter Rehabilitation, in relief item distribution, in Water, Sanitation and Hygiene, in Education and in Health. POSITION GENERAL INFORMATION   Position:                               International Sourcing Manager Based in:                              Beirut, Lebanon (support office for the Syrian mission based in Damascus) Donor:                                  OFDA/ECHO Starting date:                     30st March 2015 Duration:                             6 months Supervision - Under the direct supervision of:     Logistics Coordinator - Under the overall supervision of:   Deputy Head of Mission for Qual. & Dev. OVERALL MISSION General objective Under the supervision of the Logistic Coordinator, the International Sourcing Manager will be in charge of supervising the supplying of all international sourced materials (procurement, shipping, customs clearance, forwarding), coming to Damascus from abroad, through Lebanon.  Responsibilities and tasks In full support of the Logistic Coordinator: International Sourcing S/He draws up Tender Documents and advertises the Tender. S/He runs the International Tender procedures Opening and Evaluation Sessions, in compliance with Damascus and HQ. S/He ensures that contracts are adequately signed by the empowered person and guarantee a strong protection for PU-AMI in case of disagreement. Shipment S/He conducts research to ascertain the most efficient and effective providers of transportation and loading/unloading of the merchandise. S/He plans and supervises the shipment and delivery of materials/equipment up to their final destination. S/He coordinates with the all offices involved (Headquarters, Beirut Support Office) for the shipment of merchandise coming from abroad and supervises the potential process involved with clearing customs. Arrival S/He liaises with the import agent the port authority and customs authority on the unloading of the containers and the loading of the trucks for transport to Damascus. She/He confirms containers are sealed on arrival. She/He confirms the count between the container and the truck on transshipment. Any shortages should be passed on to the Supplier. S/He makes sure to collect GRNs from the port authorities for the loaded goods and forward to Damascus. She/He receives confirmation that quantity received in Damascus is correct or if short delivered, investigates and reports on the reasons why. Storage S/He guarantees the management and monitoring of the storage places, according to the storage conditions required for the needs. S/He ensures that stocking sites are appropriate to the mission’s needs and that merchandise is stored appropriately in terms of safety, layout and salubriousness. S/He ensures the movement/transfer of documents is properly referenced.  He/She checks stock reports on a monthly basis. Archive: Preparing the supporting documents related to suppliers Archive and centralize logistic files in dedicated folders when they are complete, Scan documents and archive digital versions on computer, Reporting  & Analysis Provide daily report to the Logistic Coordinator and requesters about international sourcing progress, Analyse achievements and difficulties and give suggestions to improve international sourcing processes, The employee will be expected to Ensure that confidential information which is dealt with in the course of the logistic work remains within the Logistics department only and is not shared within or outside PU,          Be flexible and adaptable with regards to the implementation of the daily work, Conduct all duties in a professional manner following PU staff regulation, Complete any other task requested by her/his supervisor.   This job description may be subject to modifications in the future, depending on the evolution of the mission. QUALIFICATIONS Mandatory requirements Language Skills: Fluent in Arabic and English (speaking/reading/writing including for reporting). Work experience: Previous relevant experience in a logistic function and preferably in an NGO Computer skills: Good skills in computer sciences, networking and Internet. Very good knowledge in Microsoft Office Excel and Word.
