Education Project Manager

Job Summary This is a Senior Management position in Concern’s Education Programme; the purpose of the position is to support the implementation of a non-formal education programme in Akkar district, for Syrian refugee and vulnerable Lebanese children. With the guidance of the Education Programme Manager, the position will lead the field management of the team members and the projects implementation, and represent the organization among education actors in the region. The position will be based within the Concern Halba office, but with frequent travel to the project sites. Strategic planning With the support of the Education Programme Manager, provide strategic direction and planning for the programme in line with Concern Worldwide’s Education Policy, sector strategy and organizational strategy, and the government’s strategy and donor requirements. Coordinate with the Education Programme Manager and Education Consultant to ensure educational best practices and methodologies are being carried out at field level.   Program implementation & reporting Prepare weekly and monthly work plans which reflect timely implementation of activities, as requested by the Education Programme Manager. Prepare and follow up on the logistical inputs of the programme, including procurement of education materials, transportation planning, educators/facilitator payments, etc.  in collaboration the systems departments.   Team management Lead and manage the Education Field Team to successfully achieve the programmes objectives and timeframes. Work closely with the Education Programme Manager and Education Consultant in developing strategies and initiatives to build the capacity of the education staff through the provision of technical support, training, advice and in-field on-the-job coaching. Ensure education resource material is available for the Education Field Team’s professional development. Undertake probation and performance reviews frankly and in timely manner, in collaboration with the Education Programme Manager of the Field Team. Facilitate communication flows between the Field Team and senior management.     Direct Education Field Team in NFE Facilitator management, Parent/Caregiver engagement Identify areas for additional training through reviews of field reports, monitoring visits, local stakeholder feedback, etc, and develop and deliver modules as required. Work with the Education Field Team to establish NFE Facilitator Quality Circles, which engage all NFE Facilitators and encourage peer support and learning. Work with the Education Field Team to establish Parent/Caregiver Groups (PCGs) and engage parent/caregivers and community members strategically with training and awareness sessions.     Contribute to the periodical  reviews of an adapted Basic Literacy and Numeracy Programme curriculum                                                                                                            Participate in the review of adapted curriculum, in collaboration with the Education Programme Manager and Education Consultant. Provide technical input and produce materials to improve curriculum on an on-going basis, as is required in the programme.   Support the integration of project beneficiaries into formal school systems. Develop a strategic plan and oversee its implementation to integrate project beneficiaries into a formal school system. Follow up on field level liaising, leading the referral process and tracing referral outcomes.   Monitoring & Evaluation, Reporting In collaboration with the Education Programme Manager, prepare M&E tools and data collection methods based on the programmes results based framework, donor requirements and reporting needs. Train the Education Team on the M&E tools and methods, and provide follow up support as required. Prepare field report templates and data tracking, consolidating information in weekly reports and monthly updates. Contribute to donor and organizational reports as required.   Coordination with other sectors Provide technical assistance to other sector team on issues of education, Work with Education Programme Manager  to ensure that the following development and cross cutting approaches are incorporated into program implementation: protection, equality (with a special focus on gender equality) and risk (including HIV&AIDS and Disaster Risk Reduction) and that vulnerability criteria for selection of programme areas and project participants are applied and adhered to    Representation and coordination Represent Concern in interagency forums and education working groups as necessary. Liaise with all other stakeholders as necessary, building positive and constructive relationships with other education actors.         Quality and accountability Adhere to the standards of conduct outlined in the Programme Participant Protection Policy and Concern Code of Conduct. Support and promote the standards outlined in the Programme Participant Protection Policy and Concern Code of Conduct to the team, partner organisations and beneficiaries, and be committed to providing a safe working environment. To contribute to the establishment of preventive measures to reduce the potential for abuse in Concern programme (as per P4 section 9.a) Work with the Education PM to develop monitoring tools and methods to ensure quality delivery of CBE, in a protective environment. Monitor complaints received and response (follow up) processes received through a Complaints Response Mechanism (CRM) by developing and maintaining a logging or tracking mechanism. With the Education PM, analyse patterns and trends in complaints to help Concern improve its programming.   Support Concern’s work in Lebanon by undertaking other tasks as appropriate and required   Skills, Qualifications, and Experience Required Bachelor’s Degree in Education from a reputable university 4+ years management experience, preferably with an NGO or UN agency 2+ years working experience in education,  either administration and/or teaching Working and/or academic experience in Early Grade Literacy Formal reporting experience, preferably for funding donors Strong written and spoken English mandatory, fluent in Arabic Strong computer skills, specifically in Microsoft Office, Word, Power Point and Excel High integrity and willingness to conduct her/himself transparently and open to scrutiny The ability to work in a systematic and organized manner, and the ability to prioritize competing demands Ability to be pro-active with tasks and duties, foreseeing challenges and delays Strong empathy skills and genuine care and respect for needs of others especially children refugees A belief in empowering marginalized and disenfranchised people Ability to respect and maintain confidentiality Strong negotiation and listening skills Commitment to humanitarian principles and values Commitment to Concern equal opportunity and gender practices, Concern’s Programme Participant Protection Policy and Concern’s accountability commitments Participant Protection Policy and Concern’s accountability commitments. Experience working within non-formal education, and education in emergencies a plus.
