Under the supervision of the Head of Mission, the Capacity Building Manager will be responsible of:
ENSURING THE PARTNER’S CAPACITY ASSESSMENT
lead or participate to the 1st assessment of potential partners (background checking and first assessment of the organization’s capacities);
create a capacities’ assessment tool that will be used to assess depth the capacities of partners selected after the 1st assessment. This tool should notably includes:
Check list of the capacities to be assessed for each sector (technical and organizational);
Evaluation grid of these capacities;
Scoring system.
lead the capacities’ assessment, ensuring that all the departments are covered;
adjust the capacities’ assessment tool.
ANALYZING THE CAPACITIES’ ASSESSMENT AND PROPOSING A CAPACITY BUILDING PROGRAM
extract information from the assessment conducted and product an assessment report on each partner;
establish a capacity building program taking into account:
The potential of improvement in each sector;
The priorities for HI and for the partner.
establish a planning for training and accompaniment sessions, taking into account the planning of the project’s implementation.
PROVISION OF TRAINING SESSIONS
regularly update your knowledge of the capacity building offer within the mission (curricula and/or tools developed, Human Resources available, etc.);
lead the development of new curricula / tools concerning organizational capacities;
develop a network of expertise (within partners, private companies, etc...) in order to be able to complement the mission’s expertise;
ensure the provision of the training sessions by an HI department of the mission or by another organization (partner, private company, etc.) if needed;
ensure that a pre and a post-evaluation is implementation before and after each training in order to monitor the training’s impact.
FOLLOW-UP AND ACCOMPANIEMENT
support the team in developing follow-up and monitoring tools to accompany the staff trained;
ensure that this follow-up is implemented;
regularly re-assess the needs of the partner’s staff in order:
To monitor the progresses;
To propose a continuous and progressive capacity building program.

- Advanced university degree in management, business administration, processes re-engineering, social sciences or in a related discipline.
- At least 3 years of practical experience in advisory capacity and management of projects and programmes in humanitarian or development sectors;
- Knowledge and experience of capacity development and human resource management in humanitarian and development
- Experience on Capacity Assessment and Building, particularly in the area of non-governmental / civil society organisations;
- Experience of emergency and post-emergency contexts.
Professional skills:

- Excellent analysis skills
- Strong managerial and leadership skills;
- Well organized, methodical, ability to set priorities and pay attention to detail;
