Monitor & Evaluation Officer

ESSENTIAL DUTIES AND RESPONSIBILITIES: • Identify priority data needed for immediate operational and planning means and rapidly develop methods of collecting this data • Coordinate and lead rapid needs assessments as necessary, including coordination with other agencies and prompt analysis and dispersal of findings • Develop M&E processes and related tools that support quality assurance for key program areas (women and child health, water and sanitation, mental health, emergency response, health capacity building); • Design, test, implement and review routine project monitoring and report forms, databases and data flow mechanisms and oversee the management of data for regular reporting on program progress; • Establish and maintain feedback mechanisms for M&E results with all stakeholders to identify and share lessons learned and to encourage use of data for decision-making at all levels and effectively communicate this information; • Conduct operational research activities as appropriate to support effective and efficient program implementation; • Advise in the planning and monitoring of M&E related expenditures and make recommendations for required human and financial resources; • Perform other duties as assigned.
