PART 2B – POSITION REQUIREMENTS
2.1 ORGANIZATIONAL CONTEXT. Define the role of the position within the team, describing its leadership role, if any, it’s external/internal work relationships or contacts, the contextual environment in which it operates and the scope of supervision received, and where applicable, exercised by the incumbent.
As of December 2014, Lebanon hosted more than 1.1 million registered refugees from Syria. The Syrian refugee population in Lebanon is the largest in the world and also represents a significant percentage of Lebanon’s total population.
There are no approved camps and refugees are found across more than 1,700 locations all over the country. Based on the last UNHCR shelter survey, some 57% of refugees rent basic apartments or homes; many are overcrowded with several refugee families sharing limited space. Over 40% live in sub-standard and insecure conditions in makeshift shelters, tents, unfinished buildings, garages, warehouses and worksites. Ensuring access to basic services is a constant challenge.
As the designated lead agency in the refugee response in Lebanon, UNHCR has established a sector-based structure in Beirut and in the field to support the Government. The structure brings together 11 UN agencies, 51 national and international NGO partners in identifying and agreeing on the strategic priorities to address the needs of Syrian refugees and other affected populations.
Moving forward, partners are making significant efforts to ensure that available resources reach the most vulnerable including through the targeting of assistance across all sectors and new programming efficiencies such as the introduction of cash assistance. UNHCR also continues to integrate direct support to government institutions and communities most impacted by the refugee influx into its programming to help facilitate continued social cohesion and receptivity towards refugees.
Assistant Registration Officer is supervised by the Protection Officer. The incumbent may have supervisory responsibility for General Service registration staff. He/she will contribute to supervision and implementation of registration standards as well as operational procedures in line with international standards.
The incumbent keeps frequent contacts with staff in the Representation office and the sub office and occasionally with staff in other duty stations and/or Headquarters; with implementing partners, refugee community organizations and government officials on subject matters which may be of importance to the Organization.
2.2 FUNCTIONAL STATEMENT. Describe the accountabilities, responsibilities and authorities associated with the position.
Accountability (key results that will be achieved)
- Standard Operating Procedures (SOPs) related to registration are implemented, with relevant UNHCR standards and policies.
- Persons of concern have fair and transparent access to the registration procedures.
Responsibility (process and functions undertaken to achieve results)
- Advice in determining appropriate technology required to implement registration strategies.
- Assist in implementation and monitoring operational projects in regard to registration activities.
- Undertake training of UNHCR and partner staff in registration methodologies, technologies and standards to ensure that registration data is managed on a continuous basis.
- Coordinate registration activities between offices to ensure consistency of data and accurate consolidation in the main database.
- Prepare statistical and analytical reports related to registration.
- May assist in monitoring the urban refugee situation including refugee movements.
- Support the field office team on management of registration and maintenance of population information.
- Facilitate and/or dispatch data collection in the local operation, including data collection methodology, data processing and data analysis.
- Assist in coordinating the work of data management and registration for registration and reporting purposes.
- Act as a backup for data management on issues related to data management for registration and reporting purposes.
- Work closely with data management to assist in the development of tools needed for reporting, tracking, etc.
- Perform other duties as required.
Authority (decisions made in executing responsibilities and to achieve results)
- Assist in oversight and management of the registration activities in the field through remote management and through field visits.
- Enforce compliance with UNHCR standards and policies and operation specific SOPs in the field of registration.
- In consultation with the supervisor, make decisions relating to the day-to-day operations of the registration unit and devise registration procedures which are efficient and effective.

2.3 REQUIRED COMPETENCIES, which illustrate behaviours that are essential to achieving deliverables described above, and that are critical to successful performance. - University Degree in Social Sciences, International Relations, Law, Mass Information Systems, or other related field.
- Minimum 2 years of relevant job experience.
- Excellent computer skills particularly in data management.
- Excellent knowledge of English and Arabic. .
- Good inter-personal and public speaking skills.
(In offices where the working language is not English, excellent knowledge of UN working language of duty station and working knowledge of English.)
