 UNHCR JOB DESCRIPTION     PART 2A – IDENTIFICATION OF POSITION Position Title:   Resettlement Assistant     Position Grade:  G-4 (Affiliated workforce)   Supervisor Position Title :  RST Officer   Position Location : Beirut , Lebanon Position Code: HRU020                                                   PART 2B – POSITION REQUIREMENTS 2.1 ORGANIZATIONAL CONTEXT. Define the role of the position within the team, describing its leadership role, if any, it’s external/internal work relationships or contacts, the contextual environment in which it operates and the scope of supervision received, and where applicable, exercised by the incumbent. As of December 2014, Lebanon hosted more than 1.1 million registered refugees from Syria. The Syrian refugee population in Lebanon is the largest in the world and also represents a significant percentage of Lebanon’s total population.   There are no approved camps and refugees are found across more than 1,700 locations all over the country. Based on the last UNHCR shelter survey, some 57% of refugees rent basic apartments or homes; many are overcrowded with several refugee families sharing limited space. Over 40% live in sub-standard and insecure conditions in makeshift shelters, tents, unfinished buildings, garages, warehouses and worksites. Ensuring access to basic services is a constant challenge. As the designated lead agency in the refugee response in Lebanon, UNHCR has established a sector-based structure in Beirut and in the field to support the Government. The structure brings together 11 UN agencies, 51 national and international NGO partners in identifying and agreeing on the strategic priorities to address the needs of Syrian refugees and other affected populations. Moving forward, partners are making significant efforts to ensure that available resources reach the most vulnerable including through the targeting of assistance across all sectors and new programming efficiencies such as the introduction of cash assistance. UNHCR also continues to integrate direct support to government institutions and communities most impacted by the refugee influx into its programming to help facilitate continued social cohesion and receptivity towards refugees. A Resettlement Assistant position is typically located at Regional Office, Branch Office or Field Office. Under supervision, the incumbent’s primary role is to assist the supervisor in effective resettlement delivery of a given UNHCR Office in accordance with the UNHCR Resettlement Handbook, UNHCR Manual and relevant policy papers and publications.  The Resettlement Assistant provides important clerical and administrative support to resettlement operations. The incumbent maintains frequent contacts with his/her supervisor, relevant colleagues within the same Office to exchange information and discuss issues on resettlement cases. 2.2 FUNCTIONAL STATEMENT. Describe the accountabilities, responsibilities and authorities associated with the position. Accountability (key results that will be achieved) -         UNHCR’s resettlement policies and standards are correctly and coherently applied. -         Persons of concern are made aware of UNHCR’s resettlement procedures and have fair and transparent access to and participation in the resettlement process. -         Suspected fraud in the resettlement process is promptly reported. Responsibility (process and functions undertaken to achieve results) -         Provide telephone and in person counselling to refugees on their resettlement status. -         Follow-up on cases from time of submission to final decision and departure, as required. -         Comply with UNHCR’s standard operating procedures on resettlement, ensuring timely action on cases. -         Assist in maintaining and updating proGres. -         Occasionally, assist in carrying out interviews, as required. -         Provide administrative support for resettlement-related tasks. -         Assist in maintaining accurate resettlement statistics as well as up-to-date records on individual cases. -         Assist in the preparation of reports. -         Draft / type routine correspondence to refugees / Field Offices / Regional Offices / Headquarters. -         Systematically apply an Age, Gender and Diversity perspective in all aspects of the resettlement process; comply with UNHCR policy and guidelines on HIV/AIDS. -         Assist in mitigating resettlement fraud by reporting suspected fraud.   Authority (decisions made in executing responsibilities and to achieve results) -         Provide counselling to persons of concern.   2.3 REQUIRED COMPETENCIES, which illustrate behaviours that are essential to achieving deliverables described above, and that are critical to successful performance. (Note that the Performance Appraisal and Management System (PAMS) allows for up to five Cross-Functional Competencies to be selected by the staff member and the supervisor. Additional training courses in international relations, international law or relevant fields required. -         Job Experience:  2 years of job experience relevant to the functions. -         Fluency in English and Arabic.   2.5 DESIRABLE QUALIFICATIONS & COMPETENCIES.  Describe any experience or knowledge that would be an asset, such as: UNHCR Learning Programmes, other training, additional languages, Field/HQs experience, etc. -         Good knowledge of resettlement issues and UNHCR resettlement policies and operational applications. -         Completion of UNHCR specific learning/training activities.
