The AACRS (Australian Afghanistan Community Resilience Scheme) Project Manager – MEER will be responsible for the proper implementation of Australian (DAFT) Government funded AACRS (Australian Afghanistan Community Resilience Scheme) project located in Badghis Province. This Project focuses on improving livelihoods of communities and families in Badghis which are sustainable and inclusive of vulnerable groups. The project will work in 108 villages, targeting approximately 12550 families as direct beneficiaries.

RESPONSIBILITIES INCLUDE:
Project Management, Monitoring and Evaluation
Conduct regular coordination meeting with line department as well as ministries.
Ensure that all terms and conditions agreed in the signed MoU with related department are adhered through life of the project.
Lead all aspects of project management (Planning, Leading, Organizing, and Controlling) and regularly update the donor and stakeholders on the progress of the project as per donor requirements.
Reporting and Administration
As per donor requirements, create and compile project reports to be submitted to the donor by WVAUS, as well as reports for World Vision leadership and regional office.
Attending bi-annual meeting with AACRS NGO program partners and DFAT in Kabul
Attending progress report and reflection meetings where NGOs and Scheme Manager are present for intentional planning and shared opportunities
Personnel Management
Manage approximately 9 staff. Provide oversight management for an additional 50 staff.
Monitor staff performance and raise any issues with Human Resources if necessary.
Coordinate and oversee the hiring process for AACRS Project staff.
Financial Management
Maintain responsibility for AACRS funding streams
Contribute to annual funding requests including annual PREP submission.
Ensure proper coding and budget availability of all project expenses.
Liaison and Advisory
In coordination with the Zonal Manager, liaise with technical specialists in all official bodies involved in the implementation of project (Ministry of Agriculture, Irrigation, and Livestock and Ministry of Rural Rehabilitation and Development, and others as required).
Build capacity of other staff members as representatives of the project and WV Afghanistan.
Maintain excellent working relations with partners and other contractors, including AACRS scheme partners.
Security
Ensure that organizational security measures and directives are integrated into project.
Alter project methodologies as necessary to accommodate changing security situations, and ensure the donor is informed/modifications are requested.
Monitor the security situation on a daily basis, report as necessary and adjust national staff travel plans as required.
REQUIRED SKILLS INCLUDE:
Undergraduate degree in development studies, community development, economic development, agriculture, or similar.
English - Fluent Written & Speaking.
Substantial project management experience with livelihoods (or equivalents), preferably in a post-conflict or conflict zone.
Has at least 5 years of development-related experience within conflict or post-conflict context to include knowledge in social inclusiveness issues (e.g. gender and disability) and skills in ensuring social inclusiveness in project activities.
Ability to work within and meet donor deadlines and reporting requirements (e.g. semi-annual report and annual).
Excellent analytical/problem-solving skills and detail orientation.
Thorough knowledge of MS Office and Lotus Notes.
Ability to work in and contribute to team building environment.
