Mhpss Evaluator

Background                                                                                                                                                                                                                                                                                                                   MAP works for the health and dignity of Palestinians living under occupation and as refugees. In response to the current humanitarian refugee crisis in Lebanon, MAP is currently implementing the project “Strengthening Mental Health and Psychosocial Support in Palestinian Camps and Gatherings for Children, Women and Families Affected by the Syria Crisis”.   The project, co-funded by UNICEF, is implemented in partnership with four Palestinian NGOs – Association Najdeh, the National Institution for Social Care and Vocational Training, Solidarity Association, and Naba’a Developmental Action without Borders  -  and in collaboration with UNRWA. Within an overall Child Protection framework, the project aims to reduce the vulnerability of children, women and caregivers affected by the crisis, and strengthen their resilience; to mitigate and address Child Protection violations and GBV; to mainstream Child Protection and build the capacity of CP/GBV actors/sectors. Duration is one year, ending on 15/03/2015.   Purpose of the review                                                                                                                                                                                                                                                                                                To provide an initial appraisal of project’s outcomes so far, and to define a participatory methodology for the in-depth evaluation of outcomes and impact in the next phase of implementation.   Scope of the review                                                                                                                                                                    - The review will focus on two components of the project: -          Community-based psychosocial support for children and adolescents through unstructured and structured activities conducted in MAP Partners’ community centres and UNRWA’s PHCs -          Focused psycho-social support for children and adolescents through non-specialized interventions and referrals to specialised services   The Consultant/s will: 1.       Appraise adherence to minimum standards in the provision of psychosocial support to children, across locations and implementing partners 2.       Appraise the extent to which the project has been successful in including/prioritising the most vulnerable children, and responding to their needs 3.       Appraise measurable outcomes in terms of psychosocial well-being among the group of children directly assisted in the frame of the project Evaluate the extent to which the project has contributed to build the capacity of MAP and partners to design, plan, implement and monitor MHPSS and GBV interventions relevant to the Palestinian refugee community in Lebanon 5.       Identify key lessons learnt on which to build for further programming   Methodology                                                                                                                                                                              In order to fulfill the goals of the project review, the Consultant/s will be expected to undertake: Literature review including studies and assessments by UN agencies and I/NGOs covering MHPSS needs of Palestinian refugees, project evaluations and service mappings Desk review of all project documentation, including project proposal, logical framework, progress reports, activity reports, beneficiary databases, and other M&E documents; Key informant interviews including MAP and partners’ program management and staff, UNRWA, other I/NGOs; Beneficiary consultation (it is recommended that both quantitative and qualitative methods are used).   Deliverables                                                                                                                                                                                The Consultant shall deliver a final report in English, structured as follows: -          Executive Summary -          Background information about the project and the partners -          Methodology and limitations of the study -          Key findings: Adherence to minimum standards in the provision of psycho-social support -          Key findings: Relevance of the project to the needs of the most vulnerable children in the community -          Key findings: Measurable outcomes in the direct beneficiary group -          Key findings: Capacity improvement in MAP and partners -          Key lessons learned, conclusions and recommendations   In the final chapter, the Consultant will be expected to formulate recommendations regarding, among the rest: -          Required improvements in the design and implementation of psychosocial support activities, in line with minimum standards -          Recommended approaches to better reach and serve the most vulnerable among Palestinian children -          Recommended approaches to maximize outcomes and impact in direct beneficiary group -          Required additional capacity building interventions   Qualifications                                                                                                                                                                               -          MHPSS background – Psychology, Social Work or other relevant field -          Post graduate qualification in Psychosocial Support, Child Protection or related field highly desirable -          Demonstrable prior experience of MHPSS/Child Protection program evaluations in a humanitarian context; familiarity with program planning methodologies and tools -          Good knowledge of the humanitarian context in Lebanon and of the situation of Palestinian refugees in the country -          Excellent research and writing skills -          Fluency in both English and Arabic, written and spoken, is required   N.B. Consultants may apply individually or as a team; in the latter case, it is sufficient that each of the required qualifications is met by at least one team member.   Timeframe                                                                                                                                                                                  The review shall be finalized not later than 30th March 2015.
