Administrative Support Officer   Location Lebanon Field Office Type of Appointment Fixed Term (Project Funded) Deadline for Application 17 January 2015 Vacancy Announcement Number 03/2015 Grade 12 Department/Division Education Department   MAIN RESPONSIBILITIES In accordance with Agency policy and procedures, the incumbent: (A)    Follows up with schools and Vocational Training Centre’s Principal on administrative matters including personnel, administration, survey reports, service contracts, travel arrangements for the education staff, supply matters including stationery items, equipment and text books; maintains proper distribution of donations received by the Education Programme and reports thereon as necessary; (B)     Assists in the preparation and review of Education Biennium Budget and in monitoring expenditure including of school activities and takes the necessary action as instructed by the Chief Field Education Programme; (C)    Prepares correspondence on administrative of financial matters and handles those related to in-service training courses, management and quality assurance; prepares minutes of internal education meetings, annual reports on education activities and Key Performance Indicators (KPIs); (D)   Monitors the administration of fellowship/grants funded projects, preparation of early recovery plans, flash appeals, costing and implementation; (E)    As requested by the supervisor, monitors, the inspection and controlling of the status of the maintenance and construction works of Agency schools; inspects school buildings, furniture and equipment in terms of appropriate usage, maintenance and needs and takes corrective actions; (F)    Assists in preparation and implementation of the extra-curricular activities under projects funded by UNESCO and Human Rights and in organizing and launching of summer activities conducted by local and international NGOs; (G)   Acts as a focal point of the Education Management Information Systems (EMIS), including the preparation of school data sheets, school coding system and provides appropriate guidance; (H)    Collects data needed for preparation of projects proposals for donor funding and for progress and final reports and maintains up to-date records thereof; (I)      Controls of the performance of the school canteens including the consolidation and analysis of the incentive school promotion projects and voluntary school contribution together with the Area Education Funds; (J)    Acts for Administrative Officer during the latter's absence and performs such other duties as may be assigned;   PERSONAL & PROFESSIONAL COMPETENCIES (A)   Academic and Professional A university degree in business administration, or a related discipline.   (B)   Experience At least two years experience in administrative work.   (C)   Language        Good command of spoken and written English and Arabic.   (D)   Competencies i)    Ability to follow up on issues actively; ii)   Proven ability to perform at the supervisory level with minimal direct supervision; iii)  Interpersonal skills and team work; iv)  Ability to coordinate the work of others, work under pressure and meet tight deadlines; v)   Ability to deal with the finance issues; vi)  Ability to operate personal computers and standard software applications used by the Agency such as MS Word, Excel, Access and other applications.   CONDITIONS OF SERVICE Salary: Monthly basic salary L.L. 1,936,660. - Contract Duration: Fixed term – Project Funded – Till 30 June 2015 – Maybe extended subject to availability of funds, need, performance of the incumbent. Holidays: 30 days annual leave Dependency allowance: Dependent spouse: L.L 60,000 per month     Dependent child: L.L 33,000 per month Pension:  Provident Fund contribution   EQUIVALENCY When the minimum requirements are not met, the Director of Human Resources, in consultation with the Director of Education may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualification, additional professional training and progressive relevant work experience. NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.   RECRUITMENT PROCESS The Recruitment process is based on the Agency’s strategy to obtain the best qualified and suitable employees through a competitive recruitment process. After the deadline for receiving applications, all applications will be reviewed by the Human Resources Office and the Hiring Department.  Only Short-listed candidates who fully meet the required criteria shall be contacted and undergo technical/practical tests and the candidates with the highest passing scores will then be invited to interview (see “Technical and Practical Tests Required” below). The final recommendation for selection is based on the test results, interview assessment, Agency priorities and needs and the candidates’ profiles. The Agency maintains the discretion to fill future vacancies for this position from the roster without re-advertising the vacancy.   As an Area post, preference will be given to local candidates already based in the duty station of the post.   TECHNICAL & PRACTICAL TESTS REQUIRED Short-listed candidates will sit for two tests: Written technical test (100%). Computer test (Pass/Fail), which includes (Intermediate Level: MS Word and MS Excel).
