About The Project:
International Organization for Migration (IOM) is implementing an 24-month regional project to protect and assist exploited migrant workers in Middle East and North Africa. The project aims to promote the human rights of migrants in Egypt, Iraq, Jordan, Kingdom of Saudi Arabia, Lebanon, and Syria to protect against exploitation, exclusion, discrimination and xenophobic treatment; and supporting at the same time the fight against trafficking and smuggling of human beings in the region. To this end, this project intends to adopt a multi-faceted and encompassing approach to ensure that decision-makers, government officials, and other related institutions and public authorities in the target countries including civil society organizations and academia are duly capacitated to better and protect migrants against exploitation and exclusion. At the same time, the project will assist the most vulnerable migrant workers through the provision of direct assistance, targeted direct awareness raising and the strengthening of civil society structures. The knowledge gained within this project will therefore take action with the intended result of enhancing the capacities of governments and civil society actors in Egypt, Iraq, Jordan, Kingdom of Saudi Arabia, Lebanon, and Syria to apply international human rights standards to better protect migrant workers; with the intersecting specific objective to reduce the incidence of xenophobia towards, exclusion of, and discrimination against migrant workers achieved through awareness raising activities.
OBJECTIVES
The overall objective of the project is to contribute to the protection of migrant workers in the Middle East and North Africa. Specifically, it is aimed to:
To enhance the capacities of governments and civil society actors in Egypt, Iraq, Jordan, Kingdom of Saudi Arabia, Lebanon, and Syria to apply international human rights standards to better protect migrant workers;
To assist the most vulnerable migrant workers;
To empower migrant workers with a better appreciation of their rights;
To reduce the incidence of xenophobia towards, exclusion of, and discrimination against migrant workers.
ACTIVITIES
Facilitation of a total 2 policy dialogues
Undertaking of 6 regional workshops on international human rights standards,
Monitoring, labor exploitation and human trafficking, and assistance models targeted at government officials
One study tour to the European Union to share knowledge and foster cooperation in the field of migrants’ rights protection
Producing a research report on assisted migrant workers
Providing direct assistance to approximately 150 exploited migrant workers identified as highly vulnerable, with a specific focus on female domestic workers
Conducting outreach activities (e.g. through diasporas) to inform migrant workers of their rights
Conducting awareness raising on the exploitative conditions faced by migrant workers
Responsibilities and Accountabilities;
Reporting directly to the Regional Project Manager and under the direct supervision of the Chief of Mission in Beirut, and in close coordination with the Regional Office in Cairo including the Regional Director and the Regional Migrant Assistance Specialist (‘RTS’), the National Project Assistant will be responsible for assisting the Regional Project Manager in the implementation of nationally-based activities within the EU funded ‘Project to Protect and Assist Vulnerable and Exploited Migrant Workers in the Middle East’ (‘PAVE’).
Assistance to the management and implementation of the regional-based activities as well as Lebanon-based activities within the regional IOM project, PAVE.
Adherence to project established Standard Operating Procedures (SOPs), work plans, data management tools (e.g. usage of MiMOSA), and other management tools.
Assist in managing victim assistance component which may include data entry of relevant beneficiary data, in line with IOM’s Data Protection Principles. Screening of beneficiaries for direct assistance, where requested.
Assist researcher consultant in conducting research component of the project, which will include, but not limited to:
Assist in conducting preliminary desk review to inform the development of research proposal.
Assist in designing tangible and feasible research plan which includes; proposed methodology to be used for the research; proposed key informants for consultations; and proposed cost for the research.
Assist in analysing case data of exploited and vulnerable migrant workers who are being assisted by the project
Assist in conducting literature review on counter trafficking efforts in PAVE target countries
Assist in conducting discussions with IOM beneficiary, government department and international organizations, NGOs and any other organizations working on counter trafficking-related areas through field visits, conference call, or email exchanges
5. Assistance with project monitoring and evaluation support.
6.Assist in the provision of capacity building, training, and general support to project staff at the national level.
7. Assist in the organization of and delivery of thematic training to the project beneficiaries, including the development of new/tailored training materials. Assist also with the organization of any project conferences/ workshops.
8. Assist the regional project manager to establish partnerships and liaison with all the relevant national project partners.
9. Assist the project manager to prepare donor and other reports; assist to prepare and collate general and specific information on project activities as requested by donors/external parties, IOM, and other internal counterparts as well as other reports, as requested.
10. Provide regular national project activity and regional project updates to the Regional Project Manager, COM, and RTS.
11. Undertake duty travels as required
12. Perform such other duties as may be assigned.
