Community Engagement Officer

The Community Engagement Officer will be responsible for providing direct support for the implementation of the Refugee Outreach Volunteer program across both programming locations (Beirut/Mount Lebanon and South Lebanon).  This will include coordination of trainings and capacity building, as well as day-to-day support and guidance for the ROVs, in collaboration with UNHCR counterparts.  The Community Engagement Officer will also coordinate the activities of ROVs in the field, providing information materials and holding meetings, in addition to ensuring ROV’s link to the broader Refugee Outreach Volunteer community and UNHCR-led trainings.  Finally, the Community Engagement Officer will conduct ongoing monitoring and evaluation of the ROV program. The Community Engagement Officer will have dual reporting lines to the Protection Manager (South Lebanon) and the Protection Manager (Mount Lebanon).    Major Responsibilities: Major responsibilities of the Community Engagement Officer (not exhaustive) are listed below: Recruit, manage and coach the community outreach volunteers; Coordinate the activities of the volunteers through regular follow up and regular bi-weekly meetings; Provide the volunteers with on-going capacity buildings and organize trainings for them in coordination with UNHCR and IRC’s Protection Team Leader; Coordinate closely with the Information Officer and Protection Team Leader to make sure the volunteers are provided with updated information about available services to refugees; Act as a focal point for receiving and following up protection referrals identified by the volunteers; Handle all admin and finance matters related to the community outreach volunteers; Monitor and evaluate the work of the volunteers; and, Perform other duties, as needed or requested by the supervisor. Key Working Relationships: Position Reports to:  Protection Manager (Mount Lebanon); Protection Manager (South Lebanon) Position directly supervises:  Between 20 and 30 ROVs Indirect Reporting:  NA Other Internal and/or external contacts: Internal: Protection Team Leader (South Lebanon), Legal Team Leader (Mount Lebanon), Security Focal Point (Beirut); Protection Team Leader (Mount Lebanon), Legal Manager External: UNHCR Community Services Unit (South Lebanon and Mount Lebanon) Job Requirements: Work Experience: At least two years of prior professional experience in a similar post, preferably with an international organization. Good protection background and knowledge of refugee context. Demonstrated Skills and Competencies: Strong management and organizational skills. Excellent time management skills and ability to meet deadlines. Good interpersonal skills and ability to work as part of a team, as well as independently. Flexible and able to work in a dynamic and diverse environment. Must be computer literate (Microsoft Word and Excel). Language Skills:  Fluency in Arabic and basic English required. Ability to communicate and write clearly in English strongly preferred. Working Environment:  Located in Beirut, Saida or Tyre, the working environment will be predominately office-based (75%), with some field work (25%).  It will also involve travel to locations listed above, on an approximately monthly basis with some overnight stays.
