Starting June 1st 2012, Save the Children members have unified their work and operations in Lebanon under Save the Children International country office that will draw on extensive expertise in results-based management for diverse donors, a wealth of programming in education, protection and youth development and a strong track record of effective and rapid response in emergencies.
Objectives and Output
The Safety and Security Consultant will be responsible for ensuring the consistency in safety & security training and capacity building activities across the country program. Under the direct management of the Safety & Security Director, s/he will work closely with Area Managers and other specialist to undertake, but not limited to, the following activities and tasks as described below. :
Undertake a review of the country incident management plan to ensure compliance with Save the Children global security standards.
Design and facilitate 1 day training sessions at each of the four field bases to raise the awareness of all staff and enhance their responses in hostile environments.
Design and facilitate 1 day training sessions at each of the four field bases to ensure that staff involved in security management at the field level has a full understanding of the security guidelines.
Design and facilitate a 1 day Hibernation/ Evacuation/ Relocation Plan (HERP) workshop at each of the four field sites to ensure that all field based staff that will be engaged in any HERP incidents are aware of their roles and responsibilities. The training should include a review of medevac procedures.
Design and facilitate a 1 day business continuity workshop at each of the four field sites to ensure that all business continuity plans are reviewed and updated in light of the current context and that key staff are aware of their roles and responsibilities.
Design and facilitate a country wide scenario to test all field bases and country wide readiness to evacuate as well as the crisis management team’s readiness to manage an incident.
This work will have to be coordinated between the 4 field bases with strong support of the Safety and Security Director and the Operations Director.
As an international child-centered development organization, the Security Training and Capacity Building Specialist will commit to the wellbeing of children and to support the Convention of the Rights of the Child and will not tolerate child abuse.
Essential Competencies required
Education:
Bachelor’s degree required, preferably in peace and conflict studies, security studies, international affairs, economics, political science, international development, or related field. Master’s degree preferred.
Knowledge:
Previous working experience in Middle East in general and in Lebanon in particular.
Skills:
Ability to respond on short notice and plan and execute several activities at once
Ability to work under pressure, as part of a team or independently and meet deadlines consistently
Proven leadership, interpersonal and cross-cultural skills, and ability to build and motivate diverse teams
Strong coordination and facilitation skills
Experience designing and facilitating safety & security workshops ad scenarios.
Excellent English oral and written communication skills. Arabic language is an asset.
Proven experience of training multi-national staff
Knowledge of humanitarian relief issues and commitment to humanitarian relief
Experience and understanding of training delivery and methodology
Ability to work effectively to tight deadlines with a minimum of support.
Computer literacy in MS Office
Experience:
Has 8-10 years of experience developing and managing security systems for INGOs in highly insecure environments.
Has 5-7 years of experience in designing and implementing capacity building activities in the safety & security fields.
Proven planning, management, reporting and interpersonal communication skills are must.
Demonstrated experience working successfully with INGOs , training and building capacities of their teams.

Physical Environment and Demands of the Position:
The position is based on Beirut, and is required to travel frequently and on a needs basis to field offices to plan and implement the trainings.

Management of the Safety and Security Support staff
Save the Children’s Country Director has overall responsibility for all programming and operations in Lebanon. Pragmatically, the Safety and Security support staff will report to the Security Director based in Beirut, Lebanon.
