Senior Cash Officer

The ERD Senior Cash Officer works within the Economic Recovery and Development team of the IRC in Lebanon, under the lead of the ERD Coordinator. S/he will manage one component of ERD’s unconditional cash portfolio under a consortium of cash actors. The Senior Cash Officer will work closely with the Cash Manager and partner organization to implement program activities. The Senior Officer is expected to be based in the North with weekly meetings in Beirut as necessary and per Manager and Coordinator’s request. Major Responsibilities: Under the direct supervision of the Cash Program Manager Staff Supervision & Development Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions Coordinate closely with other cash team members, including the Cash Manager and Finance Officer, as well as M&E team and partner organization staff Programme Planning & Implementation Responsible for the planning and implementation of the unconditional cash consortium project Prepare and maintain/update detailed work-plan(s) that support and achieve the following project component according to timeline and completion date: the unconditional-cash project Assist the Manager and Coordinator in developing procurement plans, monthly program spending plan and cash forecasts Lead field implementation of the households assessment surveys for IRC cash consortium beneficiaries, ensuring that the most vulnerable households are selected, and work closely with the M&E Manager for input into beneficiary databases Ensure distribution and monthly card loading of ATM cards for all cash consortium assistance beneficiaries, including by making sure that proper documentation is prepared according to SOPs Ensure that beneficiaries receive timely and quality post-cash distribution services (visits, following up on complaints, questions, referrals, etc.)                 Programme Monitoring & Reporting Undertake weekly field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement modifications as required Support the M&E Manager in the development of the M&E framework and tools related to the Cash Program component Coordinate with the M&E Manager for the organization ofthe M&E team field visits, by timely sharing information on ongoing activities and plans Partner Management Serve as a focal person in the field for the IRC’s implementing partners for the consortium project; maintain respectful and constructive relations, and ensure regular meetings and ongoing coordination Regularly monitor performance of the Partner to achieve the set project’s objectives; provide technical support and guidance;  share relevant information and direction to improve quality and achieve timelines Coordination & Representation Work closely and coordinate with IRC logistics, finance and grant staff to ensure timely and compliant program activities and expenditures; including active participation in grant opening/closing and review meetings Other Consistently and proactively monitor/assess the safety and security of the Akkar travel for all cash consortium team members; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for the ERD program Other duties as assigned by the Cash Manager and ERD Coordinator Key Working Relationships: Position Reports to:  Cash Program ManagerPosition directly supervises:  N/A Indirect Reporting: N/A Other Internal and/or external contacts: describe the nature of departments or groups the position influences or requires support from to accomplish objectives. Internal: within ERD the position works with the Cash Team and the M&E team; within the broader country program, the position works with the Finance Department, Supply Chain Department, Human Resource Department, and the Sr. Field Manager.   External: Akkar Network for Development, NGO consortium members Job Requirements: Work Experience: 2-3 years of experience implementing cash transfer, cash for work, or cash voucher programs, or other applicable non-profit experience. Additional technical experience in finance mechanisms or monitoring and evaluation preferred. Experience in community based programming, coordination, and stakeholder analysis. Proven abilities in coordination within teams and with other stakeholders. Prior experience in developing program implementation work-plans, data collection and analysis, and program reporting Demonstrated Skills and Competencies: Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail Excellent interpersonal and problem-solving skills, creativity and flexibility INGO experience preferred Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well Language Skills: Fluency in English and Arabic required Travel and other requirements: staff will be based in Akkar, Northern Governorate, with some travel required between the field office and the main IRC office in Beirut.
