Founded in 1933, the International Rescue Committee (www.theIRC.org) is a world leader in relief, rehabilitation and post-conflict development services for those uprooted or affected by violent conflict and oppression. The IRC is currently working in over 25 countries around the world, addressing both the immediate and life saving needs of conflict affected people in emergencies and the reconstruction needs of post-conflict societies.  The IRC has been working in Lebanon since 2012 to provide support to refugees and vulnerable host community members in the areas of women’s protection, children’s protection and cash assistance. The IRC is implementing protection programming in South Lebanon during 2015, which includes protection monitoring and information dissemination, legal service provision and support for field-level coordination.  The protection program seeks to promote a protective environment for adults and children.  Field-level coordination contributes to this objective through supporting the integration of different components of interagency protection programming at district level, including protection monitoring, case management, community-based activities and legal services.      Job Overview/Summary: Under the direct supervision of the Field Coordination Team Leader, Field Coordination Support Staff will be responsible for supporting interagency and cross-functional coordination in the district/s to which they are assigned.  Coordination activities will lead to 1) improved coordination of service provision among different actors; and 2) streamlined and improved coordination with local authorities.  Together, these goals support improved outcomes for vulnerable members of the refugee and host communities, as well as the maintenance of humanitarian access for international and local actors.  Field Coordination Support Staff will work in coordination with the protection monitoring and legal services teams to enhance targeting of IRC resources and contribute to analysis of protection concerns.  Field Coordination Support Staff will receive technical guidance and support from the Protection and Information Manager (South Lebanon) and will provide weekly reporting of coordination activities in their assigned district/s.  Major Responsibilities: Major responsibilities of Field Coordination Support Staff (not exhaustive) are listed below: Conduct regular (weekly or fortnightly, depending on needs) interagency protection coordination meetings with relevant actors at the district level.  Empower participants in district coordination to contribute to leadership of the district coordination mechanism where appropriate, and support district-level initiatives designed to further improve coordination between relevant actors.  Support streamlined and effective coordination with local authorities for the key purposes of maintaining broad humanitarian access, promoting the positive engagement of local authorities in addressing protection concerns and facilitating the work of other actors.  Contribute to the collection and analysis of protection data, by forwarding protection information, risks and concerns to the Field Coordination Team Leader, as appropriate.     Maintain detailed and up-to-date records of coordination meetings and initiatives, including the follow up of key issues, concerns and cases, on a weekly basis.  Work to strengthen IRC’s relationship with refugees, refugee/host community leaders and municipal actors in order to maintain good access to POCs. Support the Information Officer, Protection Team Leader and Protection Manager (South Lebanon) to conduct advocacy on behalf of the community, in collaboration with UNHCR staff. Conduct other duties as assigned by supervisor. Key Working Relationships: Position Reports to:  Field Coordination Team Leader (South Lebanon) Position directly supervises:  NA Indirect Reporting:  NA Other Internal and/or external contacts: NA Job Requirements: Work Experience: At least two years’ experience in an NGO, preferably in social work or sociological research. Experience working for an international organization is preferred.  Good protection background and knowledge of refugee context, as well as demonstrated ability to identify and refer vulnerable cases, is desirable. Experience in regular report writing. Demonstrated Skills and Competencies: Belief in human rights including gender equality. Good communication skills including ability to gain trust and build relationships with new communities. High standard of spoken and written Arabic and English, ability to translate desirable Basic computer skills including Microsoft Word and excel Good interpersonal skills and ability to work as part of a team, as well as independently. Flexible and able to work in a dynamic and diverse environment. Language Skills:  Some English language skills are desirable. Working Environment:  Located in Tyre, the position will involve travel throughout South Lebanon.
