We are looking for a highly qualified candidate who has the skills to conduct an Evaluation of the Lebanon Humanitarian INGO Forum (LHIF).
Who are we?LHIF is an informal, independent coordinating body comprised of 26 international humanitarian NGOs operating in Lebanon. The purpose of the LHIF is to provide a joint platform to facilitate members’ humanitarian work, and help members to efficiently and effectively address key issues of common interest, through coordination, advocacy, representation, and information sharing. LHIF was created in October 2012 and established a full-time Secretariat in October 2013. LHIF is administratively hosted by the Danish Refugee Council and funded by ECHO. Evaluation Deliverables• To assess member satisfaction with and expectations of LHIF with respect to its core coordination, advocacy, representation, and information sharing functions.• To assess – via key informant interviews – perceptions and reputation of LHIF within the wider humanitarian community in Lebanon (donors, diplomatic missions, the Ministry of Social Affairs, national NGOs, UN agencies, and non-member INGOs).• To assess achievement of relevant deliverables from the Danish Refugee Council’s ECHO proposals, which provide the funding for the LHIF Secretariat.• To provide feedback on LHIF Secretariat performance and identify service priorities for 2015.• To provide recommendations for improvements to the internal operations of the LHIF and, in particular, how LHIF advocacy efforts can be more effective
About you• 5+ years experience in humanitarian response• Proven experience conducting evaluations of humanitarian NGO programming a must• Direct experience with and understanding of NGO coordination mechanisms an asset• Strong understanding of the international humanitarian coordination system, including the IASC international humanitarian architecture/cluster system, humanitarian reform and the transformative agenda, as well as UNHCR refugee coordination and the High Commissioner’s Structured Dialogue, preferred
We offerAn interesting consultancy position in one of the best NGOs in the world. The evaluation is estimated to be conducted within a 10 day contract. You must be available to start the work by mid-January 2015 and be willing and able to work in Beirut.Salary and conditions will be based on qualifications and in accordance with the Danish Refugee Council’s policies for consultants.
