In order to enhance the capacity of the Ministry of Interior and Municipalities (MOIM) in its coordination and information sharing, as well as support for strategic planning, advocacy and communication efforts, UNHCR will be seconding to MOIM a Donor Support Coordinator. Supervised under the General Director of Municipalities within MOIM, the Donor Support Coordinator will enhance MOIM’s coordination of donor support and grants and donor relations through coordination, tracking, reporting and information sharing. The incumbent will also support MOIM in its coordination and communication efforts with UN Agencies and international/national actors involved in humanitarian and development response to the refugee crisis.
Accountability (key results that will be achieved)
- MOIM is provided with the necessary support to coordinate donor grants and tracking of projects and to effectively coordinate fundraising activities.
- MOIM effectively liaise with external partners who are informed regularly on the status of projects and activities funded to address the Syrian Crisis.
Responsibility (process and functions undertaken to achieve results)
- Coordinate and track implementation of donor support and grants.
- Provide timely reporting and analysis of project and grant implementation in response to needs assessments.
- Assist the implementation of a communications strategy that generates support from external partners (e.g. the general public, partners, the media, academia and persons of concern) to MOIM’s efforts to address the Syrian Crisis.
- Assist in the dialogue with donors and embassies and provide accurate information by organizing regular briefings, bilateral meetings and missions. Prepare reports as appropriate.
- Ensure appropriate liaison with funding sources, including private sector and humanitarian pooled/basket funds.
- Participate on behalf of the MOIM in inter-agency cooperation and communication strategies, initiatives and tools.
- Assist in the management of information flows by identifying priority matters, securing, analyzing and disseminating documentation and information to support to MOIM’s efforts to address the Syrian Crisis.
- Consolidate information and identify appropriate messages for campaigns and appeals.
- Assist in the coordination of the drafting of, situation reports, briefing notes, background material, talking points, fact sheets, press releases and articles.

- On behalf of the MOIM, approve fundraising messages.
- On behalf of the MOIM, approve any relevant expenditure for the implementation of fundraising activities.
- Propose which donors to approach and which operations or activities to prioritize for special fundraising appeals.
- Implement all aspects of a communications strategy.
- Approve budgets and expenditures for communications activities.
- Clear external relations/communication products and tools as appropriate.
- Represent MOIM in fund-raising and communication priorities in inter-agency initiatives and fora.
