Visit our website: www.anera.org Position Summary: The Youth Program Manager (YPM) is the technical lead and supervisor of ANERA’s youth programs including emergency related projects/programs addressing youth needs in sports, livelihood and life skills development. The YPM has the responsibility of designing, planning, and implementation of youth programs in response of identified needs of targeted children and youth in line with ANERA’s strategic plans. The YPM is responsible for conducting needs assessments, preparing concepts notes and proposals as required, and ensuring the overall, day-to-day management of the program and its smooth functioning. The YPM should work closely with country management in the support departments, including Finance, HR and administration to ensure that the program and its budget stays on track, competent staff and workers are recruited, procurement and logistics are implemented effectively, and data and results are collected, analyzed and used to inform the program’s course. The YPM is also responsible for contributing to ANERA’s overall strategy and capacity in program integration, and for representing ANERA Lebanon program to the donor in coordination with the Country Director. Responsibilities Position Responsibilities and Duties: Serve as the primary point of contact with ANERA’s Country Director with regard to day-to-day implementation and management matters relating to the program deliverables; Develop youth programs   Main activities: Identify areas of need and provide technical guidance and oversight to the youth program component, including assessments   Liaise with major donors and project partners (NGO’s, UN entities working in the youth sector)   Research funding sources and project requirements   Build partnerships with existing youth organizations, platforms and other initiatives at the community level   Develop training and capacity building for team members, curricula development, and other technical capacities   Planning and implementation of project activities   Main deliverables: Ensure sound administrative practices with regard to record keeping, compliance with ANERA’s and donor regulations, reporting requirements, communications, and overall audit compliance   Oversee and manage all staff working for the program and provide guidance to staff on all issues related to program implementation   Identify sources of support (human and material resources) for the program   Ensure that activities are on track, including developing and implementing solutions as necessary   Ensure monitoring, evaluating, documenting, and reporting progress of program implementation against indicators   Establish and maintain systems for program operations in accordance with ANERA policies and procedures   Oversee that key funded program activities are achieved per program budget, timeline and donor requirements   General administrative role   Oversee the preparation and submission of technical and financial reports   Participate in U.N. interagency coordination meetings and NGO sector coordination groups related to the area of operations and identify areas for coordination, collaboration and expansion   Maintain effective communication with Country Director and other sectors or operation regarding program implementation   Assist in proposal writing and outreaching for new funds and projects.             Required Qualifications   This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment. Master’s degree in counseling, education, human, services or related field or equivalent experience.   Five years’ experience in development and youth related needs is required, including, but not limited to program management and administration.   Strong management and supervisory skills.   Must have deep respect for the ideas and intelligence of young adults.   Strong and understanding of challenges facing at risk youth including refugee youth and commitment to helping them succeed in an innovative training program, to reorient their lives, nurture their leadership skills and enable them to make a difference in their community.   Fluency in both Arabic and English, including strong writing skills, are required   Computer literacy in data processing (Microsoft Word), spreadsheet (Microsoft Excel), E-mail, and Internet browser software.   Excellent time management skills with a demonstrated ability to manage multiple priorities, deadlines, and tasks efficiently   Strong analytical, organizational, and strategic planning skills with an ability to think critically and creatively   Nuanced interpersonal skills, including patience, diplomacy, willingness to listen, and respect for colleagues. Experience directing large teams and empowering others to lead   Ability to work effectively in a fast-paced, stressful environment. Must be flexible, willing to perform other duties and work irregular hours         Desired Qualifications:   Experience with sports related and development programs   Familiarity with Palestinian and refugee communities
