Social Worker

Terms of Reference Social worker   The Social worker will be recruited in the frame of the Project : “Amélioration des conditions de vie socio-économiques des populations de six villages libanais et atténuation des tensions liées à la présence de refugiés syriens”  funded by Agence Française de Développement and implemented by Comité Catholique Contre la Faim et pour le Développement CFD, Mada, Mouvement Social Libanais (MSL) and Fair Trade Lebanon (FTL). The social worker will be in charge of social intervention with families, Lebanese and Syrian, in three villages of Akkar. He/she will work as a support for the municipalities in order to identify families and individuals problems and difficulties and refer them to adequate specialized services as well as to elaborate, follow and evaluate the social project with the concerned families/individual, and ensure regular contacts with representatives of ministry of social affairs and other ministries and organizations involved in social fields in the region. He/she will also be responsible, based on identified needs, of organizing thematic discussion groups, that will be facilitated by experts (i.e.: psychologists), with families, women, youth etc.  He/she will be based in Hrar, Muchmuch and Fneideq municipalities. The social worker will work under the supervision of the project coordinator, in cooperation with the North Community Building coordinator (NCBC).     Internal interfaces -       Executive coordinator -       Project coordinator -       Financial and administrative team -       North community building coordinator -       Mada’s North Team     External interfaces -       Municipalities and Union of Municipalities -       Key stakeholders in local community (local ngo’s, Schools directors etc) -       Syrian and Lebanese families -       Ministry of Social Affairs and other concerned ministries -       Local and INGO’s -       Trainer and Project coordinator – MSL (Beirut) -       Social worker – MSL (Halba)   Mission 1: Supporting and guiding vulnerable families/individuals, lebanese and syrian -  Inform the villages community on the Social worker role - He/she will organize information’s’ meeting in concerned municipalities in order to explain her role to the key stakeholders of the villages. - Identify the families/individuals needs - He/she will identify and analyse the families/individual demand and needs through listening and dialogue, problems and nature of expressed needs (health, education, work, finance, legal etc.) - He/she will ensure permanence’s in the municipalities in order and will also conduct regular visits to the families in their house. - He/she will establish a file for each family to note the family situation, plan of intervention, follow up and updates - Plan and follow up the social intervention - He/she will inform families/individual on administrative and legal procedures and will prepare with them (both family and Social Worker together prepare plans propose adapted plan with objectives of intervention, means, schedule, tasks and evaluation. - He/she will guide, follow up the steps, ensure support interventions (health, social, education, legal, work etc.), psychosocial guidance and mediation and regular evaluation with the families/individuals and eventually readjust the plan of the situation.   Mission 2: Ensuring coordination with concerned municipalities and other key local stakeholders  - He/she will explain at the beginning of the project her role, with the support of the project coordinator and NCBC, to the municipalities  - He/she will be part of the Territorial committees who will follow the project in the villages  - He/she will be aware of general needs of the village’s community and environment through regular meetings and continuous coordination with municipalities and Key stakeholders.   Mission 3: Organizing thematic groups of discussions in the villages  - According to identified crucial needs in villages and in consultation with Key persons, he/she will plan thematic groups of discussions in the villages.  - He/she will draft experts T0Rs who will facilitate the thematic session  - He/she will select experts in coordination with the project coordinator and NCBC and schedule and organize their intervention.   Mission 4: Liaise with concerned partners  - He/she will take contacts be in touch with concerned ministries, LNGOS, INGO’s working in social development and Syrian crisis in Akkar in order to present her mission as well as be able to refer the Lebanese and Syrian families to the right services/organizations  - He/she will participate in meeting/seminars organized by concerned external partners and that would be useful for implementing her mission.   Mission 5: Training, Reporting, coordination and Evaluation    Training -      Participate in the specific trainings in Beirut that will be organized by MSL -      Being coached by a Senior social worker from MSL -      Participate in any other relevant training for the project   Coordination and Reporting -      Participate actively in the project and  Mada’s coordination meetings -      Participate in the different activities that are common to team members -      Share with Mada’s team all useful information’s to a qualitative analysis of the social situation in the villages -      Inform regularly the project coordinator and North community building coordinator about any difficulties met in work -      Provide the project coordinator with monthly report on the activities   Mission 6: Demonstrating an ethic and professional practice   Respect families/individual confidentiality.   Address needs and requests in a professional way.   In case of difficult situation, the social worker will keep calm, neutrality and control himself/herself.   Education and experience    Bachelor Degree in  Social Work,  Social Science, Education or psychology   Studies or any other relevant field.   Minimum 2 years field experience   Skills required   Experience in community mobilization in deprived rural communities   Good knowledge of the area/region and its local customs   Excellent organizational capacities   Excellent social, interpersonal and problem solving skills   Ability to work under pressure   reporting skills   Initiative, involvement and commitment   Acting in a diplomatic way, representing Mada’s non-political and non-sectarian principles and respect for diversity and gender languages Arabic and French. English is an asset Computer skills Word, Excel, PowerPoint, Internet other requirements Drivers’ license and car Geographical Location Hrar, Fneideq and Muchmuch, Akkar Mission duration One year, reconductible one year, starting as soon as possible
