Associate Distribution Coordinator - Nob - Hru004 - Beirut

Accountability (key results that will be achieved)  UNHCR Area Offices in Bekaa, the North, Beirut / Mount Lebanon, and the South, have the support they need to ensure timely delivery of sufficient quality goods (CRIs), cash and services to persons of concern, either from UNHCR’s own resources or from other agency resources, in compliance with the guidance agreed at the relevant Sector Coordination Working Group, and with UNHCR’s policies procedures.  Local liaison with other UN Agency and NGO partners effectively supports coordination activities. Responsibility (process and functions undertaken to achieve results) Strategy & Advocacy  Ensure coherence between cash assistance and provision of core relief items.  Advocate a shift to a monetarized approach where appropriate while still maintaining a focus on what is best for the beneficiary and including core relief items where necessary.  Advocate that cash support across agencies is consistent, that it builds on the same targeting mechanism and that the amounts are harmonized based on a sectoral assessment.  Advocate that CRIs procured by UNHCR and other agencies are as consistent as possible in terms of the quality and quantity of items per standard kit, and that UNHCR's procurement policies are applied when planning the purchase of relevant commodities.  Advocate for all agencies to maintain a contingency reserve stock of CRIs in case of a massive influx of refugees.  Support efforts to improve targeting to the most needy, through vulnerability profiling or needs assessment. Operational Support  Develop sectoral strategies and plans that guide UNHCR and partner Area Offices for the delivery of cash and relief items according to operational needs.  Support UNHCR Operations Division in the coordination of implementing partners and/or contractors performing supply related activities, and ensure that they understand and adhere to relevant UNHCR rules and procedures.  Maintain accurate and comprehensive records on the quantity of CRIs distributed by different agencies (both UNHCR’s implementing partners and other agencies), the numbers of beneficiaries who receive them, and the geographical areas where they are distributed, and provide timely reports and updates periodically and on request.  Engage actively in targeting discussions and analysis of accurate amounts of cash assistance.  Identify and try to resolve logistic difficulties encountered by UNHCR, its implementing partners, and other agencies engaged in the relief effort, such as delayed customs clearance of consignments, problems with the storage of goods, or inefficiencies in the systems for their release, transportation and distribution to beneficiaries.  Promote emergency preparedness and response actions while at the same time considering the need for early recovery planning as well as taking preventative and risk reduction measures to avoid problems if possible.  Perform other duties as requested. Coordination  Identify types of assistance and geographical areas where there are either gaps or duplication, and take initiative to resolve these problems by various means.  Support coordination with all partners (including UN Agencies, national and international NGOs) through establishment/maintenance of appropriate sectoral coordination mechanisms, including working groups at the national and regional and, if necessary, also at the local level;

- University Degree in Business Administration, Management, Accounting, Finance and related fields
- Minimum 4 years of previous relevant professional job experience;
- Fluency in English and Arabic. French is an asset.

*DESIRABLE QUALIFICATIONS & COMPETENCIES. Describe any experience or knowledge that would be an asset, such as: UNHCR Learning Programmes, other training, additional languages, Field/HQs experience, etc.

- Master’s Degree is an asset.
- Previous experience with a humanitarian NGO or UN agency.
