Main responsibilities
1. Project implementation
Ensure the overall project implementation as per national standards, donor agreement and guideline
Ensure the respect of the programmatic approach developed at a national level in collaboration with CARE’s Cash & Livelihood Advisor in Beirut
Develop and update a detailed work plan in line with donor agreement
Ensure budget forecast and follow up in collaboration with the finance department
Lead the identification effort of the highly vulnerable families in the targeted areas and ensure the high quality of the data collected during the assessments implemented by the project team
Enhance referrals pathways and ensure communities knowledge about the project in close collaboration with the Area Manager
Prepare and organize the cash distributions in liaison with the relevant CARE’s staff (logistic and finance department mainly) including the preparation of the beneficiary list, relevant supporting documents, ATM cards etc.
Prepare and update the cash transfer lists as per agreed work plan and bank’s template in liaison with CARE’s finance department
Ensure the tracking and follow of the ATM cards distributed, lost, blocked etc. in coordination with the Accountability and Complaints team (in charge of the complaints mechanisms - hotline mainly).
In close collaboration with the M & E Manager and the Cash & Livelihood Advisor both based in Beirut, ensure that the project has a clear monitoring framework and progress is effectively monitored through the regular collection and analysis of key indicators, and ensure that processes and results related to the CTP are properly documented
Ensure proper documentation, tracking and archiving of all project’s activities in line with donor requirements and CARE’s compliance rules
Liaise with the necessary actors/NGOs in the field to avoid duplication and guarantee the continuous cross check of beneficiary list
Ensure that gender, environment, and other important cross-cutting concerns are taken into account; ensure that activities reflect the needs of specific groups and individuals e.g. elderly, pregnant women, children, and people with disabilities
2. Project Team Management
Line Manage the project team (1 to 2 field officer(s) with their respective assessments’ teams, data management assistant – additional staff TBC)
Build capacities of project team – especially for new recruitments
Identify learning and training opportunities for project staff
3. Representation and Coordination
Develop and enhance, with the support of the field officers, CARE’s focal points’ network to ensure adequate referrals, especially in new areas of intervention
In close collaboration with the Area Manager and Cash & Livelihood Advisor, ensure CARE’s representation in the relevant technical coordination meetings
In collaboration with the Area Manager, ensure CARE’s representation in all relevant forums at the field level and with relevant actors to facilitate the project’s implementation and sharing of relevant information (towards municipalities, INGOs, local NGOs, community focal points etc.)
Support the Area Manager in the organization of field visits by donors, peer agencies, CARE Members, Media etc.
4. Reporting & Information sharing
Draft all narrative reports as per internal and donor requirements
Ensure internal communication and information sharing on project with relevant staff (Communication, Advocacy and Information management focal point, M&E team etc.)
The Project Manager will also have to fulfill any other task as requested by her/his supervisor depending on the programmatic priorities in the Field Office.
Qualification & Experience:
Education to Bachelor or Master degree level in Social Work, Political Sciences, Economics, International Relations, Development Studies or equivalent field experience
A least two years of experience working in NGOs in similar positions
Experience with team management
Experience in leading large scale household visits in urban settings (leading needs assessment, beneficiary identification or household monitoring etc.)
Good understanding of the project cycle - previous experience with beneficiary targeting, Monitoring & Evaluation
Good understanding of the humanitarian principles and mandate
Familiarity with the Lebanese humanitarian context and the Syrian crisis
Knowledge and facility with standard office computer systems and software

Previous experience with Cash based interventions
