Accountability (key results that will be achieved)
- The shelter needs of populations of concern are met through timely, appropriate, and coordinated action and UNHCR shelter programme is implemented based on updated needs assessment and in accordance with agreed terms and conditions and standards.
Responsibility (process and functions undertaken to achieve results)
- Provide support in ensuring that specifications, bills of quantities and drawings are produced in a technically sound and standardized manner and establish monitoring and evaluation tools to ensure that works are implemented according to plans and completed within the designated timeframe.
- Together with UNHCR's implementing partners, compile, analyse and map available information on shelter options in country taking into account relevant policies adopted by the Government. When planning shelter works, ensure that the technical component reflects UNHCR minimum standards for the provision of emergency and other types of shelter assistance, is within the budgetary requirements, and due consideration is given to standards in other relevant sectors such as water and sanitation.
- Provide clear guidance on standards for shelter and settlement, including minimum emergency standards to meet basic and essential needs.
- Promote the sustainability of technical interventions through local capacity building and self-help in collaboration with local partners in the field. Ensure that local communities have been consulted on all activities so as not to create unnecessary tension between the displaced and host populations.
Authority (decisions made in executing responsibilities and to achieve results)
- In consultation with UNHCR’s implementing partner and local communities themselves, identify the need for community based Quick Impact Projects (QIPs) that can benefit the local and displaced communities.
- When required, represent UNHCR in meetings related to shelter and liaise with local authorities, NGOs, IPs and other stake holders on shelter issues.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED. Define the educational background, the relevant job experience and the language(s) that are essential to perform the work of the position.
- University degree in architecture, civil/structural engineering or other related field.
- Minimum 2 years of relevant professional experience.
- Essential knowledge of Auto CAD.
- Field experience in responding to large scale emergencies working with relevant governmental technical departments and various organizations in identifying, designing, delimiting, clearing and developing land allocated to establish site camps.
- Good knowledge about construction and particularly rehabilitation and conversion of existing buildings. Any specific additional knowledge about electricity work, water and sanitation system will be an asset.
- Good knowledge of site surveying and experience in undertaking related topography assessments/ feasibility studies for site identification and environmental impact studies whilst using surveying tools (including GPS equipment, GIS software).
- Prior experience in the design of camp master plans including layout of shelter plots, roads, communal infrastructures and basic services.
- Knowledge of local institutions.
- Excellent knowledge of English and Arabic (written/oral/comprehension).
DESIRABLE QUALIFICATIONS & COMPETENCIES. Describe any experience or knowledge that would be an asset, such as: UNHCR Learning Programmes, other training, additional languages, Field/HQs experience, etc.
- Prior experience in designing and implementing a longer term shelter strategy looking beyond the emergency phase, particularly within a camp context.
- Experience of site construction management (including supervision, monitoring, quality control, evaluation etc.).
- Knowledge of French.
- Diverse field experience.
- Good IT skills.
- Exposure to UNHCR mandate, its properties and principles.
- Good negotiation skills.
