Oxfam has been working in the Middle East and North Africa (MENA) region for over five decades and over the past four decades promoting gender equality and supporting women’s right to participate and be represented in governance and decision-making structures and processes.
This focus is complementary to other areas of Oxfam’s work on women’s rights and to the broader goal of Oxfam to contribute to a ‘world without poverty.’ Oxfam is committed to supporting women, men and children, living in poverty, to claim their rights to sustainable livelihoods, to basic social services, to life and security, to be heard, and to an identity.
The “WAJ 2” Project is a three year initiative proposed to be implemented by Oxfam in partnership with six NGO partners in Lebanon (two), Jordan (one),Yemen (two), and Egypt (one). It is designed to build upon the successes of Phase 1, implemented April 2011 – March 2014 in Lebanon, Jordan, and Iraq (Kurdistan) as well as on Oxfam’s long-standing legal protection programme implemented in Yemen. The project’s development objective is to contribute to equitable access to formal and informal justice for poor and vulnerable women in the targeted countries. Women’s access to justice is considered to include three pillars: ability of women to use existing justice institutions, supportive environment for women seeking to access justice, and an accessible justice system with fair and gender-sensitive mechanisms for justice provision.
JOB PURPOSE:
To provide leadership and management of the WAJ 2 Project, including having overall budget responsibility, human resource management and ensuring quality and timely implementation of project in all targeted countries.
REPORTING LINES:
Post holder reports to: Regional Gender Justice Programme Manager
Direct reports: Project Officer, MEAL Officer, and Media and Advocacy Officer with dotted-line management to programme teams in-country
DIMENSIONS:
Coordinates and delivers agreed plans or strategies over which the job holder has some strategic input.
Represents the affiliate in coordination meetings and some external relationships.
Impact and influence of the job is mostly within the job holder’s own programme unit (ie country/region) but occasionally also in other parts of the affiliate and/or with an external audience.
Usually plans and manages the resources of one or more sub-units though, not normally over a broad spectrum of programs or geographies.
Specific competencies and skills are required to achieve the job’s objectives eg geographical, thematic, and managerial.
Helps shape local level objectives within in a specific team. In larger programmes these jobs are often part of a management team.
Provides specialist advice or specific skills to their team or programme unit.
Their plans and objectives are developed to contribute to country, region and broader programme strategy and can involve collaboration with other programme units (e.g. other affiliates in-country or colleagues in different country programmes) or departments (e.g. head office).
Management tasks are complex and non-routine within their specialist unit or function.
Requires the ability to analyse and communicate complex information to a wide audience.
Decision-making requires significant levels of judgement based on technical and management experience, generally actively supported by line management or the programme team.
The focus of the role can vary but has well-defined targets and/or minimum standards, and is both proactive and reactive.
KEY RESPONSIBILITIES:
Project Implementation Leadership:
To provide leadership in the implementation of all aspects of the project and ensure attainment of key objectives of the project, as outlined in the project document across all locations
Ensure that Partners’ directors and Oxfam representatives from country teams and Gender Hub, are regularly updated on the progress of the programme and any issues that might impede the successful implementation of the programme.
Lead on preparation of relevant implementation plans in consultation with partners.
Prepare regular management and operational reports covering the achievement of key milestones agreed in plans
Liaison with all key stakeholders to ensure that all parties play their part in the execution of agreed actions.
Provide backstopping and technical support to partners as required, whilst leading on the regional component of the programme
Ensure that the project creatively adapts to the changing context in the region
Lead on the WAJ2 project review events and ensure that adequate documentation of various aspects of the WAJ2 programme is ensured
Regular monitoring of the project implementation through monitoring field visits
Budget Responsibilities:
Manage, monitor and review operational budgets covering all aspects of the project on a monthly basis, explaining any over or under-expenditures.
Ensure corrective action is taken across all targeted locations based on budget, expenditure and forecast
Ensure that resources are correctly allocated and spent as per agreed plans of operation
Donor Reporting and Relations:
Collect, analyse and develop progress reports for donors
In consultation with the Regional Programme Funding Team to ensure that communication with donors is effective and regular.
Ensure programme compliance with the donor requirements, including procurement guidelines, as stipulated in the funding agreement
Advocacy and Communication Strategies:
Ensure communication with all key stakeholders.
Provide leadership on development of regional advocacy work and media campaigns.
Ensure delivery of all regional support aspects of the programme with respect to advocacy and capacity building across all locations.
Human resource management:
Work in close collaboration with the other members of WAJ2 team, with line management responsibility for the following team members: Project Officer
Support the team to set performance objectives and to ensure delivery of the objectives as agreed
Follow up on the progress of the attainment of objectives through 1:1 and regular team meetings
Monitoring, Evaluation and Learning:
Work with all stakeholders to ensure that there is regular, participatory review and reflection on successes and challenges in order to improve effectiveness, share good practice and increase impact of the programme
Ensure effective systems are in place to gather and analyse information on programme outputs and outcomes at all levels
