Finance Officer

Generic responsibilities (max 10) These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan. Implement financial systems and procedures according to Financial Handbook and other NRC policies at office level Prepare bank accounts and cashbox reconciliations Verify that vouchers and supporting documents meet NRC standards before payment Ensure timely payment of staff salaries, contractors, suppliers and other expenditures Ensure sufficient cash in the bank and in the cash boxes Prepare monthly financial reports and send all relevant documents to country office Ensure filing of all financial documents according to NRC standards Supervise, train and develop financial staff Support project staff in financial matters Specific responsibilities These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly. Daily bookkeeping, utilizing the NRC Agresso accounting system. Ensure that adequate financial management routines and systems are in place and that NRC’s accounting practices and standards are adhered to; as well as that the requirements from donors, auditors and authorities are fulfilled, especially in relation to purchasing, authentication and payment procedures. Prepare payments: beneficiaries and vendors; in accordance with NRC’s financial procedures and contract policies. Assist in the month-end accounting closing process, ensuring the accuracy and completeness of the ledger and all supporting documentation. Ensure proper and adequate filing system for financial documents. Critical interfaces By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are: To liaise with the Finance Officer in Beirut to ensure that expenditure from Beirut is accounted for and correct. Provide guidance to the programme staff on donor regulations and follow up that the donor requirements are met. Participate in field budgets preparation. Prepare field financial reports to the area Manager. 2.      Competencies Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories: 1. Generic professional competencies: •             Experience from working as a Finance Officer in a humanitarian/recovery context •             Professional knowledge of auditing •             Previous experience from working in complex and volatile contexts •             Documented results related to the position’s responsibilities •             Some knowledge of English Context/ Specific skills, knowledge and experience: Good communication and interpersonal skills Strong organizational and team working skills Good cultural awareness and sensitivity Highly approachable, trustworthy and confidential Very Good English Language level Knowledge of the NGO operations and the dynamics of the humanitarian sector is a plus Good computer application skills in Microsoft Excel, Word, PowerPoint and network communications. Ability to work independently whenever required 2. Behavioural competencies (max 6) These are personal qualities that influence how successful people are in their job.
